In 1991 near Carp, Ontario, witness Diane Labenek reported seeing a bright UFO with flashing lights land in a field.

Months later, UFO researcher Bob Oechsler received an anonymous package containing a blurry VHS tape labeled "GUARDIAN" with a fingerprint, plus photos, maps, and forged documents showing the alleged landing.
