there has to be a social movement and a political bloc to win and defend public expenditure on housing. that is a much bigger conversation than just regulatory reform, and one that will present contradictions if social housing becomes competitive with for-profit development
So a bunch of people that could already afford to buy houses instead got subsidized loans and locked out the people that needed it. Could just build social housing instead of trying to solve crises with “market-based solutions” that don’t even work.
