Weekly Rotation Mode - Operation Fortune

Special Rule:
-At the start of each round, the first 4 tiles that enter your hand are your Fortune tiles.
-The Fortune tiles are revealed to all players.
-When a player wins, the number of Fortune tiles in their hand (including calls) can give the winning points additional bonus rates:
-- 1 Fortune tile: Winning points x2
-- 2 Fortune tiles: Winning points x3
-- 3 Fortune tiles: Winning points x4
-- 4 Fortune tiles: Winning points x5
