DEI BIOPHARMA: BALANCING COMMUNITY WELFARE WITH INVESTMENT PROTECTION

Today, Hon. Hajjat Aminah Mukalazi @AminahMukalazi is holding a follow-up meeting at DEI Biopharma with Hon. Minister Judith Nabakoba, Hon. Dr. Sam Mayanja, the Attorney General, and other leaders to address outstanding concerns relating to the investment.

The discussions include advocating for fair compensation and appropriate relocation of individuals who may be exposed to potential health risks associated with the company’s operations. She has also called for reported encroachment on the investment land to be addressed in accordance with the law, with affected individuals relocated to alternative properties they own, where applicable.

The engagement seeks to safeguard public health, protect the investment, strengthen Uganda’s pharmaceutical manufacturing capacity, and create more employment opportunities for Ugandans.

This week, I commissioned military facilities and equipment at Kalama, Entebbe, Kalangalo and Magamaga under our defence cooperation with Russia.

I thank President Putin and the Russian people for this support, including the $53 million mechanised repair facility at Magamaga. We must not only acquire good equipment but also learn to maintain, repair and eventually manufacture it here. I have encouraged our military to embrace science and technology, including AI and automation, to strengthen our defence capabilities.
Our cooperation with Russia should help us build local capacity, protect our sovereignty and strengthen our ability to defend Uganda.

During my visit to Sino Minerals Investments Co. Ltd, I observed the company’s iron ore extraction activities and its efforts to promote value addition by processing minerals into products that serve as raw materials for other industries.

I commend the company for its contribution to job creation, community development through corporate social responsibility, and economic growth. Such investments demonstrate the importance of harnessing Uganda’s natural resources to create greater value within the country.

Uganda’s industrialization journey is gaining momentum, with increasing emphasis on processing locally available raw materials into finished and semi-finished products. This approach strengthens local industries, creates employment opportunities, develops skills, and expands economic benefits for Ugandans.

Today, I met with H.E. Ambassador Ahmad Muhammed Abdulrahman Alzowaidi, Ambassador of the State of Qatar to Uganda, in Kampala.

Our discussions centered on promoting investment opportunities, strengthening investor engagement, and exploring areas of mutual economic interest. The meeting provided an opportunity to exchange views on how to facilitate investment, encourage private-sector participation, and create stronger linkages that support business growth.

Uganda offers investment opportunities across several sectors, supported by its natural resources, growing market, available workforce, and strategic location. Creating a conducive business environment remains essential to attracting investors, supporting existing enterprises, generating employment, and expanding opportunities for Ugandans through skills development and local participation.

I appreciate the Ambassador’s engagement and the opportunity to discuss matters of shared interest in advancing investment and business cooperation.

Today, I presided over the handover of community development projects by Sino Minerals Investments Co. Ltd in Buhara Sub-county, Kabale District, including a new Sub-county headquarters, eight staff quarters, four motorcycles and computers to support service delivery. The company also increased its monthly support to community elders from UGX 10,000 to UGX 15,000.

The company began exploration activities in 2012 and, following H.E. the President’s 2014 directive against the export of raw minerals, opted to pursue local value addition.

With approximately 32 million tonnes of iron ore at the site, the company is also working with Terra Industries Ltd in Ntungamo to process 1.8 million tonnes of iron ore tailings into pig iron, strengthening Uganda’s mineral beneficiation efforts.

I called upon local leaders to support investors and recognise their contribution to community development, job creation and industrial growth. Where disagreements arise, leaders and investors should engage constructively and seek practical solutions rather than undermine investment efforts.

Beyond the infrastructure and equipment handed over today, the company pledged to provide an additional four motorcycles and a double-cabin vehicle to support the Sub-county’s operations, among other planned interventions.

The company also supported a free medical camp at Buhara Health Centre III, which I officially closed today.

I assured the community of continued Government support and encouraged residents to increase local production and supply the company, its workers and other businesses with locally produced goods, including Irish potatoes and other agricultural products.

This will help create reliable markets for local farmers while ensuring that investment benefits the wider community.

Yesterday, I met with representatives of AscendisMed Limited Foundation (@ascendismedug) to discuss their emergency medical response services and the expansion of these services to Uganda’s corporate sector.

I appreciated their approach to emergency care, which combines Ugandan participation with the expertise of international, board-certified doctors, supported by modern medical facilities, including radiology, laboratory, intensive care and surgical services.

The expansion of quality emergency medical services to the corporate world is an important step towards improving access to timely medical evaluation, diagnosis and treatment, while strengthening Uganda’s healthcare service delivery.

Yesterday, I met with Eng. Wilson B. Kashaya, Chairman of the Board of Directors at Prime Contractors Ltd, a local company providing building, construction and engineering services.

I appreciated the important role local investors play in Uganda’s construction sector through job creation, skills development and strengthening local capacity.

I also gifted him a copy of #MomentsWithMzee, authored by @AbuMwesigwa, which captures Uganda’s journey of national transformation under the leadership of H.E. @KagutaMuseveni through photography.

[Hon. Hajjat. Aminah Mukalazi @AminahMukalazi]

Today, I met with Mr. York Wu, Vice President of China State Construction Engineering Corporation (CSCEC), to discuss key areas of infrastructure development in Uganda.

I appreciated CSCEC for its valuable investments in Uganda and for choosing our country as an investment destination.

I look forward to continued collaboration in advancing infrastructure development and creating opportunities for local businesses and workers.

On Friday, 9th October 2026, I joined H.E. President Yoweri Kaguta Museveni @KagutaMuseveni at State House, Entebbe, for a meeting with medical interns and leaders of the Uganda Medical Association (UMA).

I appreciate H.E. for his dedication to supporting Uganda’s medical fraternity, including the Shs125 billion pledge to the UMA SACCO to expand access to affordable credit, promote professional development and create opportunities for health workers.

This support is vital to improving the welfare of our medical professionals and strengthening healthcare service delivery. 🇺🇬

Today.

[Janet K. Museveni @JanetMuseveni]

Thank You for the many Ugandans who prayed for my healing and restoration over these months. Lord, You know that I have been an intercessor and prayed for Uganda, for her people, families, communities, women, youth and children all these years. I have carried the people of this nation in my heart and brought our many needs to You in prayer.

In January of this year, we went through a peaceful election process that returned Mzee for another term. We thank You for hearing the prayers of Your people and for giving us a peaceful crossing as a nation through the election season.

Now we pray that You will continue to walk with us and be our God as You have been. We ask for Divine Help, Wisdom and Guidance for our President as he continues to serve this great nation.

In Jesus’ Mighty Name,

Amen.

[Janet K. Museveni @JanetMuseveni]

Dear Heavenly Father,

We are gathered here today on the eve of our 64th Independence celebration to give thanks to You, our God, for all of Your mercies towards us. We are very grateful for the way You have faithfully walked with us on this our national journey as Ugandans.

As we look back and reflect on this year 2026, we have much to give thanks for, as individuals, families and as a nation.

[Janet K. Museveni @JanetMuseveni]

Father, we thank You that You have been a comfort to our people during the difficult seasons that we have gone through this year. In particular, we appreciate the comfort and consolation that You gave to the people of Tooro and Uganda, as we grieved the loss of the young King Oyo. We thank You for the blessing of his life and for the way he graciously carried the legacy of the kingdom from childhood.

Finally, Lord on my own behalf and on behalf of my family, I give You all the praise and glory for saving my life and giving me this opportunity to stand in the congregation of Your people and testify of Your goodness, mercies and healing power.
