This evening, following the successful launch of our Education Scholarship Programme for 100 orphans in Jere and Maiduguri Metropolitan Council (MMC), the State Coordinator of AMG for Better Borno Campaign Organization, alongside his Deputy, Wakil Alhaji Kolomi, had the honour of presenting the report of our programmes and activities to His Excellency, Alhaji Mustapha Gubio, FNSE.
The meeting provided an opportunity to brief His Excellency on the organization’s ongoing activities, achievements, grassroots engagements, humanitarian initiatives, and our continued commitment to contributing positively to the development of Borno State.

Communique Issued at the end of the 12th Meeting of the North-EastGovernors' Forum (NEGF) Held in Jalingo, Taraba State. Saturday, 30th-August,2025.
The North East Governors' Forum (NEGF), comprising the Governors of Adamawa, Bauchi, @BornoGovt, Gombe, Taraba and YobeStates, held its 12th Meeting in Jalingo, Taraba State.
It continues to appreciate the level of cooperation and collaboration among member states in the subregion. It thus, recommit itself to the pursuit of common issues of subregional concern and pursuance of collective course on matters that are related to the security, social and economic integration of the subregion.
The following communique was presented at the end of the meeting:
1. Forum acknowledges the appreciable success recorded in the onslaught against the insurgency in the north-East but regrets that the subregion is still confronted by daunting humanitarian and infrastructural challenges.
2. Forum took into cognizance the forecast of the credible agencies on climate risk and the impending flood disaster in the subregion. It, therefore, calls for proactive measures in confronting the flood and robust sensitization of settlers along the flood plains.
It also called for support from both the Federal Government and NEDC to reconstruct the broken infrastructure, especially bridges by the flood.
3. Forum decries high cost of agricultural inputs, which might have direct negative consequences on farm outputs next year. To avert impending food crises ahead, it calls for more subsidies to farmers and robust preparation for dry season farming.
4. Forum agrees to hold the North East Trade fair in partnership with NECCIMA, in Maiduguri, Borno state, December 2025.
5. While building on the early commitment of exploring solar option as a low hanging fruit, Forum recommits to subduing energy poverty by tasking the Committee on Power and Energy in the subregion to come up with an integrated subregional power Masterplan.
6. Forum congratulates the University of Maiduguri, which is a legacy university in the subregion for its golden jubilee. It also expresses its willingness to support the 50th anniversary celebration and the re-launch of the University Endowment Fund coming up in November 2025.
7. The next meeting is to hold in Maiduguri between 12th-14th December,2025.

Zulum Approves Minor Cabinet Reshufflement
@BornoGovt State Governor, Prof. Babagana Umara @ProfZulum has approved a minor cabinet reshufflement following the swearing-in of two newly appointed commissioners.
In a statement by the Secretary to the State Government, Alhaji Bukar Tijani, says, Mr. Tarpaya Asariya has been redeployed from the Ministry of Trade, Investment and Tourism to the Ministry of Inter-Governmental Affairs and Special Duties.
The statement adds that Engr. Mohammed Habib takes over as the new Commissioner for the Ministry of Environment while Ibrahim Hala-Hassan has been posted to the Ministry of Trade, Investment and Tourism.
The statement further directs that all handing and taking over formalities should take place with immediate effect.
Zulum swears in 2 commissioners, judicial council member
@BornoGovt State Governor, Babagana Umara @ProfZulum, presided over the swearing in of the two recently appointed commissioners and a member of Borno State Judicial Council Commission.
Justice Kashim Zannah, the Chief Judge of Borno State, administered the oath of office and allegiance in an event held on Wednesday at the Government House in Maiduguri.
The sworn-in officials include Engr. Mohammed Habib and Ibrahim Hala Hassan as commissioners, while Alhaji Abba Sadiq was sworn in as a member of Borno State Judicial Council Commission.
In his address, Governor Babagana Umara Zulum warned against complacency in discharging their duties.
“Let me remind the new commissioners that your appointments to the State Executive Council is a testament to your exceptional capabilities and the immense value we place on your expertise. With this honour, however, comes a profound responsibility to deliver on our promises to the good people of Borno State. We trust that you will bring your wealth of experience, knowledge, skills and innovative thinking to bear in your new roles”, Zulum said.
He added, "as Honourable Commissioners, you shoulder a weighty mandate. The formulation and effective implementation of Government policies and programmes rest squarely on your leadership. To succeed, you must embrace an inclusive approach, fostering collaboration, building strong teams and recognizing the contributions of every stakeholder.”
According to the governor, “the people of Borno State rightfully hold high expectations for your performance. Mediocrity or low quality output will not be tolerated. In service to our dear state, personal affiliations must never overshadow our commitment to excellence.”
“You must formally work in line with the Borno State 25-Year Development Plan and 10-Year Strategic Transformation Initiative. Your performance will be rigorously assessed against measurable benchmarks and accountability will remain non-negotiable. Suffice to say that you have my full assurance that this administration will provide you with the necessary support, resources and tools to excel in your duties.”
Meanwhile, Governor Zulum has commended the Speaker of the Borno State House of Assembly, Hon Abdulkarim Lawan, and the Chief Judge of Borno State, Kashim Zannah, for maintaining cordial relationship with the executive arm.
“let me extend my sincere appreciation to Mr Speaker and Honorable Members of Borno State House of Assembly for the cordial and productive relationship between the Executive and Legislature. Your dedication to the principles of good governance and collaborative leadership has been instrumental in advancing our collective vision for a prosperous Borno State”, Zulum said.
“I also wish to express my profound gratitude to the judiciary for the existing harmonious relationship with the executive arm of government. Your commitment to justice, fairness and the rule of law has strengthened our democracy and reinforced the confidence of our people in the institutions of governance”, the governor stated.
Speaking earlier, Secretary to Borno State Government, Hon. Bukar Tijani, noted the tremendous achievements and progress of the Zulum administration in transforming the lives of Borno people.
Also speaking on behalf of the sworn-in colleagues, Engr. Mohammed Habib expressed gratitude to the governor while giving assurance of their commitment towards achieving the administration’s goal.
Zulum: College of Nursing Gwoza to Commence Academic Activities
... Provides Support to Bolster Community Resilience
Borno State Governor, Professor Babagana Umara Zulum, on Friday, announced that the College of Nursing, Gwoza, will begin academic activities before the end of the year. The governor made the declaration during an interview with journalists shortly after an inspection of completed and ongoing projects in Gwoza as part of his working visit to the area.
Zulum’s administration has established two colleges of nursing with the aim of training qualified professionals to address the shortage of healthcare personnel in medical facilities across the state.
The governor revealed that an executive bill is currently before the State Assembly to provide legal backing for the institutions.
"A bill to establish the College of Nursing in Gwoza and Monguno is receiving attention before the State Assembly. As soon as the bill is passed, I will immediately assent to it. It is my sincere hope that the College of Nursing will take effect this year," Governor Zulum stated.
The governor also directed the immediate recruitment of additional medical doctors, nurses and midwives for the newly renovated Gwoza General Hospital.
"I have inspected the General Hospital, Gwoza, and the renovation work has been completed which is quite impressive. I have also met medical personnel on the ground, and I have directed the Chief Medical Director to recruit more staff to meet the anticipated demands of the hospital," he said.
"This General Hospital will serve as a training ground for the College of Nursing. Without adequate human resources, the college will not function effectively.
Governor Zulum also inspected 500 housing units under construction in Wala, which are expected to be completed by the end of September.

As part of his resilience-building tour, Governor Zulum visited Warabe community, where he assured residents of continued government support. He donated two operational vehicles and motorcycles to members of the Civilian Joint Task Force (JTF) in the area.
"The time of displacement is over. Communities must be resilient. The military, with the support of the Federal Government, has deployed additional hardware to further protect our communities," the governor affirmed.
The governor was accompanied by the member representing Gwoza, Hon. Abdullahi Buba Abatcha; commissioner ministry for Transport and Energy, Hon. Mohammed Lawan Buba; Chief Adviser and Coordinator for Sustainable Development, Partnerships and Humanitarian Support, Dr. Mairo Mandara, APC stalwarts and other stakeholders of the local government.

@BornoGovt State Governor, Babagana Umara @ProfZulum, has charged all the 27 Local Government Area (LGA) chairmen to ensure the swift and effective implementation of the new 70,000 Naira minimum wage.
During a high-level meeting held at the Government House, Saturday night, which was attended by the state leadership of the Nigeria Labour @nlcnig (NLC), Trade Union @OfficialTUCN (TUC) and Nigeria Union of Local Government Employees (@NULGE1), Zulum directed the LGA chairpersons to come up with a workable solution for the minimum wage implementation.
“All local government chairpersons should go back to their localities, engage with relevant stakeholders and come up with a workable solution to the salary problem at the local government levels,” Zulum said.
He added, “I want to stress that the payment of 72,000 minimum wage has been fully implemented for state civil servants and all primary school teachers in Borno.”
Zulum also warned against retrenchment of staff at the local government level, stating that “We are not in support of staff retrenchment at the local government level as I direct you to institute a mechanism that will lead to the implementation of the minimum wage.”
He added, “I want to appeal to workers at the local government level to be patient. We are working closely with the 27 local governments to ensure the implementation of the minimum wage.”

Meanwhile, the Permanent Secretary at the Ministry for Local Government and Emirate Affairs, Modu Alhaji Mustapha stressed that implementing the 70,000 minimum wage for local government staff has been stalled due to the over bloated number of employees.
According to the Permanent Secretary, Borno’s local government councils are grappling with an unusually high number of staff which is complicating the payroll and minimum wage administration.
He revealed that the state’s 27 LGAs collectively employ approximately 90,000 staff, a figure that is strikingly high compared to larger states like Kano, whose population is three times more than Borno’s but maintains a comparatively leaner staff structure of about 30,000 employees across its 44 LGAs.
“While the intention behind the minimum wage increase is laudable, the reality on ground in Borno is far more complex,” the LG official explained. “Our local governments are already over stretched and the current staff level has become an obstacle towards implementing the 70,000 minimum wage.”
“To put this into perspective, let us take Maiduguri Metropolitan Council for example, it's monthly allocation from the federal government sometimes stood below N700m.”
“While this may seem substantial at a glance, the local government needs N778m to pay minimum wage.
This constitutes the entire monthly income of the LGA. When you consider that the MMC also has to fund other critical services such as public health, water supply, security, and other sectors, the financial strain becomes glaringly apparent.
...NLC commends full implementation of the new wage in primary schools
The Nigeria Labour Congress has commended Borno State Governor, Babagana Umara Zulum, for his role in implementing the N72,000 minimum wage for primary school teachers in the state.
Chairman of the NLC, Borno State Chapter, Comrade Yusuf Inuwa, made the commendation during the high-level meeting held at the Government House on Saturday.
“Your Excellency, whenever we attend the national executive meetings, the national body is very much happy because primary school teachers are being paid 72,000 as minimum wage,” Comrade Inuwa said.
EXPLOSION AT GIWA BARRCAKS CAUSED BY EXCESSIVE HEAT
The Headquarters Joint Task Force North East Operation HADIN KAI Maiduguri wishes to inform the general public of an incident involving the explosion of ordnance in one of our ammunition storage facilities located in Giwa Barracks.
The explosion was due to the current high temperatures in Maiduguri, which led to the explosion of some munitions. The situation has, however, been brought under control with the combined efforts of the Borno State Fire Service Department and other fire trucks from security agencies. Troops of Operation HADIN KAI have been deployed to protect the public and prevent miscreants from taking advantage of the situation.
The general public is therefore urged to please discountenance any speculation of an attack within the Maiduguri Metropolitan Council and remain calm.

Borno: Zulum orders free eye surgery for 10,000 people
@BornoGovt State Governor, Babagana Umara @ProfZulum, has announced the setting up of an eye camp, a programme that will provide free eye surgeries for 10,000 residents suffering from various visual impairments, including cataracts.
Zulum announced the approval on Monday when he flagged off a free eye surgery operations programme jointly organised by Borno State Government and the Senator representing Borno South at the National Assembly, Ali Ndume, who provided funds to cover the operation cost of 500 people.
The governor explained that the programme was earlier planned to benefit 1,000 people, but due to the overwhelming turnout, it was expanded to allow 10,000 people to receive free eye surgery.
He said, “We launched a programme to provide medical attention to over 1,000 individuals, focusing on cataract operations. During the exercise, I was struck by the overwhelming number of people in need. Many have not received medical attention in over two years because of the cost of operation.”
The governor added, “In response, I have directed that the programme be expanded to support up to 10,000 patients. We will undertake cataract operations for 4,000 patients in Maiduguri, an additional 3,000 in Southern Borno, and another 3,000 in Northern Borno.”
Governor Zulum also approved cash support of N50,000 each for those who have undergone cataract operations to support them in managing their post-operative care.
Zulum expressed gratitude to Senator Mohammed Ali Ndume and all other stakeholders for their child's contribution to providing free medical service to those in need.
“On behalf of the government and people of Borno State, I express my heartfelt appreciation to all who have contributed to this initiative. Together, we can make a meaningful difference in the lives of our citizens,” Zulum said.

... Calls on the Armed Forces to track and neutralize the criminals
On Sunday 12 January 2025, armed militia suspected to be Boko Haram/ISWAP terrrosits attacked some farmers and fishermen at Dumba community, near Baga in Kukawa LGA.
Investigation has commenced on the circumstances behind this attack. Initial report indicates about 40 farmers have been killed while the whereabouts of many who escaped the attack are being traced for reunion with their families.
The Borno State Governor, Prof Babagana Umara Zulum, condemns this attack in strong terms, and calls on the officers and men of Operation Hadin Kai to track and obliterate the insurgent elements that are operating at Dumba and other similar enclaves in the Lake Chad Area. Gov Zulum also commiserates with the victims and their families, while assuring that those still missing will be found and reunited with the families.
"With deep sorrow and anguish, I received the sad news of the attack on Dumba where scores of our farmers and fishermen were killed by the terrorists. On behalf of the government, I sympathise with the victims' families. Let me assure the citizens of Borno that this matter will be thoroughly investigated for further necessary action. Let me use this opportunity to call on the armed forces to track and deal decisively with the perpetrators of this heinous act of violence against our innocent citizens", echoed Gov Zulum.
It was observed that the farmers strayed off the security corridor established by the security agencies, and went into an enclave that is yet to be cleared. Such enclaves are usually prone to nocturnal attacks by marauding terrorists, as well as being contaminated with landmines. Gov Zulum called on citizens not to venture beyond the safety zones that are demarcated by the government and security agencies.
Gov Zulum highlighted that "the Government has clearly demarcated the land for safe farming and economic activities, allowing the military to focus on clearing the unsafe areas where security clearance and combat operations could be conducted. It is important for our citizens not to go into areas where there may be exchange of fires, or where the terrorists may be lurking and trespassing" noted Gov Zulum.
The Borno Government also commends the armed forces for its consistent effort in ensuring that vast tracks of land are cleared for human resettlement and agriculture, consistent with Gov Zulum's sustainable solutions to managing internal displacement in Borno State.
The Borno Governments calls on farmers, fishermen and local communities to operate within the "safe corridors" demarcated by the armed forces. The safe corridors consist of vast tracks of land which were cleared and decontaminated of explosives where settlement, fishing and farming could be safely carried out under the dutiful watch of our gallant security forces. It is dangerous to stray away from the demarcated safe corridors in order to enable the security forces to concentrate in safeguarding lives, while continuing to engage the terrorists without fear of the citizens being used as human shields by the terrorists. The Government also calls on citizens to report any sighting of strange movements within or near their settlements and farmlands for speedy action.
