Imagine intelligence agencies needing to collaborate, analyze critical surveillance data, or harness the power of the cloud... but every bit of information is vital and cannot fall into the wrong hands.

Traditional encryption protects "in security" and "in transit." But what about "in use"? Therein lies the danger. Until now.

Here are three key examples of military use and confidentiality of FHE :

1. Shared Intelligence without Exposing the Source (Blind Analysis)

Scenario: An intelligence agency 'A' (e.g., the CIA) has raw data (e.g., communication records) on a terrorist. An agency 'B' (e.g., the NSA or a foreign ally) has a cutting-edge AI algorithm for pattern analysis. Neither agency can share its assets: 'A' cannot export the raw data (intelligence source), and 'B' cannot export its algorithm (intellectual property).

FHE Solution:

1 → Agency 'A' encrypts its raw data with FHE.

2 → Agency 'B' runs its algorithm on 'A' encrypted data.

3 → Agency 'A' receives the encrypted processing result and can decrypt the conclusion (e.g., "attack probability in 48 hours is 85%"), but Agency 'B' has never seen the raw data, and Agency 'A' has never exposed its source.

2. Processing of Confidential Surveillance and Biometric Data

Scenario: The military and defense sector uses image analysis, facial recognition, and surveillance to detect threats in large data streams.

The Risk: Store and process millions of biometric records or surveillance data without the possibility of leaks or unauthorized access (including "international threats").

FHE Solution:

1 → Blind Recognition: Facial recognition systems can compare the captured (encrypted) image with the target database (also encrypted) to obtain a match, without the server or operator seeing the person's identity.

2 → Post-Quantum Protection: FHE schemes (which are lattice-based) are considered inherently resistant to quantum computers. As quantum agility is a key concern for the military, the adoption of FHE is a way to ensure long-term data security.

3. Using the Cloud in High-Risk Environments

Scenario: the military and intelligence sector need massive computing power for simulations, scenario modeling, and big data analysis, often using commercial cloud services.

The Risk: Using the cloud means trusting that the provider (Amazon, Google, etc.) will not see the data, and that the provider's security will not be compromised.

FHE Solution:

1 → It allows defense and intelligence agencies to securely outsource their processing power to the cloud. The cloud provider acts solely as a "computer engine" that handles fully encrypted data, ensuring the absolute confidentiality of the country's most critical information.

TL;DR

FHE (Zama) solved the fundamental problem of "I need to use this data to reach a conclusion, but I can't trust anyone to see it."

This need is perhaps more critical in the military and intelligence sectors than any other.
