Berbera (June 10, 2026) – A high-level delegation led by the Minister of Finance and Economic Development, Hon. Abdilahi Hassan Aden, accompanied by the Director Generals of the Ministry of Energy and Minerals and the Ministry of Finance and Economic Development, Dr. Shuaib Osman Mohamoud and Mohamed Hassan Saleebaan, as well as the World Bank Representative to the Republic of Somaliland, Mr. Hideki, visited Berbera, the capital of the sahil region.
The purpose of the visit was to assess the progress of the Berbera Electricity Expansion Project, which is being implemented by the Ministry of Energy and Minerals with financing support from the World Bank.
During their visit to Berbera, the delegation toured the Berbera electricity expansion project’s investment site, where construction activities are currently underway. They also visited the power generation site of the Berbera Electricity Company (BEC) to gain firsthand insight into the ongoing efforts to strengthen the city’s electricity infrastructure.
In addition, the delegation held a technical meeting with the management of the Berbera Electricity Company (BEC). Discussions focused on the progress status of financial modeling, distribution network, key performance indicators (KPIs) and environmental and social compliances which related to company’s role in the implementation of the Berbera electricity expansion project.
Concluding the visit, the Director General of the Ministry of Energy and Minerals expressed his appreciation to the World Bank delegation and the management of the Berbera Electricity Company (BEC) for their continued commitment and close collaboration with the Ministry of Energy and Minerals, particularly in implementing the Berbera Electricity Expansion Project.
He reaffirmed the Ministry’s commitment to ensuring that cities across Somaliland have access to affordable, reliable, and sustainable electricity generated from clean energy sources, underscoring the Government’s broader vision of improving energy access and electricity tariff reduction.

Hargeisa (June 8, 2026) – The Minister of Energy and Minerals, Eng. Ahmed Jama Barre, accompanied by the Director General of the Ministry of Energy and Minerals, Dr. Shuaib Osman Mohamoud, officially opened the technical support mission for the Somali Electricity Sector Recovery Project (SESRP) at the Ministry’s headquarters. The mission will run from June 8–12, 2026.
The mission will focus on assessing project progress, discussing implementation challenges, and accelerating the implementation of electricity expansion projects for the Berbera and Borama districts.
The discussions will also cover public facilities' electrification (Health and Education), which has installed free solar electricity at 103 health and education facilities across Somaliland. Most of these installations have now been completed.
As part of the mission, participants will undertake field visits to selected health and education facilities that have benefited from the electrification project, as well as to ongoing electricity expansion project sites in Berbera and Borama districts.
These visits will provide an opportunity to assess status progress and expected impacts after compilation of these projects. During the field visits, the delegation will also hold a series of meetings with the senior official management of electricity service providers (ESPs) operating in Berbera and Borama.
The discussions will focus on expediting ongoing construction works and ensuring that all contractual activities are completed within the agreed implementation timeframe.

Hargeisa, June 8, 2026 – The Minister of Energy and Minerals of the Republic of Somaliland, Eng. Ahmed Jama Barre, today received a delegation from the World Bank, led by Engineer Paul, the Task Team Leader (TTL) of the Somali Electricity Sector Recovery Project (SESRP).
The purpose of the World Bank delegation’s visit is to support and accelerate the implementation of the Somali Electricity Sector Recovery Project (SESRP), which is currently in the implementation phase.
During their mission in Somaliland, the delegation will hold a series of meetings with the senior management of the Ministry of Energy and Minerals, the SESRP Project Implementation Unit (PIU), the Somaliland Electricity Regulatory Commission (SEC), and electricity service providers operating in the districts of Berbera and Borama.
The delegation will also conduct field visits to selected education and health facilities that have benefited from electrification interventions under the SESRP, as well as inspect ongoing electricity expansion projects in Berbera and Borama.
At the conclusion of the meeting, the Minister expressed his appreciation for the World Bank’s continued support to Somaliland, particularly its contribution to strengthening the country’s energy infrastructure and increasing access to more affordable and cleaner electricity in the project areas.
