The 2nd Focus Group Discussion (FGD) on Administrative & Governance Reforms (CA&GR) was held at Gopabandhu Academy of Administration, Bhubaneswar, under the chairmanship of Shri T. M. Vijaya Bhaskar, IAS (Retd.), Member Convener, CA&GR, and Shri Ardhendu Shekhar Sarangi, IAS (Retd.), in the presence of Dr. N. Thirumala Naik, Commissioner-cum-Secretary.
Retired Additional Directors, Directors, DEOs, and senior officials participated in the deliberations, providing valuable feedback and suggestions on the draft reforms.
The discussions focused on strengthening governance, streamlining administrative processes, and recommending reforms to enhance the quality of education and improve learning outcomes in the School & Mass Education Department, Odisha.
The Government of Odisha has launched “Gyanodaya – Shikshya Ru Samruddhi”, a transformative initiative to provide free education from KG to PG in eligible educational institutions across the State.
From the 2026–27 academic session, admission fees have been waived in eligible Government, Fully Aided, Newly Aided Secondary Schools, and Government & Aided (488 & 662) Higher Secondary Schools. Schools have been directed not to collect any admission fee from students during admission.

Third Round of Online Student Allotment under the RTE Paradarshi Portal (FY 2026–27) has been completed successfully.
A total of 2,446 students have been allotted seats through online lottery. The admission process will be conducted from 7th to 15th July 2026, ensuring fair and equitable access to quality education for children under the RTE Act.

A six-day English Teacher Training Programme for Secondary School Teachers commenced today (06.07.2026) at the Conference Hall of SILTT, Bhubaneswar.
Fifty Secondary School Teachers from Bargarh district are participating in the programme, which will continue until 11.07.2026.
The sessions are being conducted by eminent resource persons under the supervision of Dr. Amrita Pritinanda, Joint Director.
A 6-day Teacher Training Programme in English for Secondary School Teachers is in progress at the Conference Hall of SILTT, Bhubaneswar (29 June–4 July 2026).
The programme has brought together 50 teachers from Angul district, with sessions led by eminent resource persons under the supervision of Dr. Amrita Pritinanda, Joint Director. Strengthening teachers’ capacities to enhance English language learning across Odisha.
The Odisha State Cabinet, chaired by Hon'ble Chief Minister Shri @MohanMOdisha , has approved Gyanodaya – Shiksharu Samruddhi, a landmark initiative to provide free education from KG to PG in Government and Government-Aided educational institutions. The decision marks a significant step towards ensuring equitable access to quality education by removing financial barriers and enabling every eligible student to
pursue higher education without the burden of admission fees.
