The 2nd Focus Group Discussion (FGD) on Administrative & Governance Reforms (CA&GR) was held at Gopabandhu Academy of Administration, Bhubaneswar, under the chairmanship of Shri T. M. Vijaya Bhaskar, IAS (Retd.), Member Convener, CA&GR, and Shri Ardhendu Shekhar Sarangi, IAS (Retd.), in the presence of Dr. N. Thirumala Naik, Commissioner-cum-Secretary.

Retired Additional Directors, Directors, DEOs, and senior officials participated in the deliberations, providing valuable feedback and suggestions on the draft reforms.

The discussions focused on strengthening governance, streamlining administrative processes, and recommending reforms to enhance the quality of education and improve learning outcomes in the School & Mass Education Department, Odisha.

The Government of Odisha has launched “Gyanodaya – Shikshya Ru Samruddhi”, a transformative initiative to provide free education from KG to PG in eligible educational institutions across the State.

From the 2026–27 academic session, admission fees have been waived in eligible Government, Fully Aided, Newly Aided Secondary Schools, and Government & Aided (488 & 662) Higher Secondary Schools. Schools have been directed not to collect any admission fee from students during admission.

🔹 ଆଗାମୀ ବର୍ଷର କାର୍ଯ୍ୟଯୋଜନା ଓ ବଜେଟ୍ ଉପରେ ବିସ୍ତୃତ ଆଲୋଚନା।
🔹 ପୁରାତନ ଛାତ୍ରଛାତ୍ରୀଙ୍କୁ ନିଜ ବିଦ୍ୟାଳୟର ବିକାଶରେ ସକ୍ରିୟ ଭାଗୀଦାର ହେବାକୁ ଆହ୍ୱାନ।
🔹 ଶିକ୍ଷା କ୍ଷେତ୍ରରେ ଜନଭାଗିଦାରୀ ଓ ସିଏସଆର ସହଯୋଗକୁ ଆହୁରି ସୁଦୃଢ଼ କରିବା ପାଇଁ ମଧ୍ୟ ଆହ୍ୱାନ।
🔹 ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶିକ୍ଷା ପୁରସ୍କାର, ଐତିହ୍ୟ ବିଦ୍ୟାଳୟ, ଆକାଂକ୍ଷୀ ପାଠ୍ୟକ୍ରମ ଓ ଆକାଂକ୍ଷୀ ପରିଷଦ କାର୍ଯ୍ୟକ୍ରମର ସମୀକ୍ଷା।
🔹 ମହିଳା ସ୍ୱୟଂସହାୟକ ଗୋଷ୍ଠୀ ମାଧ୍ୟମରେ ବିଦ୍ୟାଳୟର ପରିଚ୍ଛନ୍ନତା ଓ ସୁରକ୍ଷା ବ୍ୟବସ୍ଥାର ଅଗ୍ରଗତି।

ଶିଶୁ ବାଟିକା ଶିକ୍ଷକ ନିଯୁକ୍ତି ସମ୍ବନ୍ଧୀୟ ଜାଲ୍ ଚିଠି ପ୍ରଚାର ସମ୍ପର୍କରେ ସ୍ପଷ୍ଟୀକରଣ:

ସମ୍ପ୍ରତି ଅର୍ଥ ବିଭାଗର ପତ୍ର ସଂଖ୍ୟା 10911/F, ତାରିଖ 24.04.2026 ନାମରେ ଏକ ଜାଲ୍ ଓ ସମ୍ପୂର୍ଣ୍ଣ ମନଗଢ଼ା ପତ୍ର ବିଭିନ୍ନ ସୋସିଆଲ ମିଡିଆରେ ପ୍ରଚାର କରାଯାଉଛି। ଏହି ଜାଲ୍ ପତ୍ରକୁ ଆଧାର କରି କେତେକ ଗଣମାଧ୍ୟମରେ ମଧ୍ୟ ସମ୍ବାଦ ପ୍ରକାଶ ପାଇଥିବା ଦେଖାଯାଇଛି, ଯାହା ସାଧାରଣ ଲୋକଙ୍କ ମଧ୍ୟରେ ବିଭ୍ରାନ୍ତି ସୃଷ୍ଟି କରିଛି।

ଉକ୍ତ ଜାଲ୍ ପତ୍ରରେ ଓସେପା ଅଧୀନରେ ୭୨୩୪ଟି ଶିଶୁ ବାଟିକା ଶିକ୍ଷକ ପଦବୀ ସୃଷ୍ଟି ଓ ନିଯୁକ୍ତି ସହ ପ୍ରତି ଶିକ୍ଷକଙ୍କୁ ମାସିକ ୨୬୦୦୦ ପ୍ରଦାନ ପାଇଁ ଅର୍ଥ ବିଭାଗ ଅନୁମୋଦନ କରିଥିବା ବୋଲି ମିଥ୍ୟା ଦାବି କରାଯାଇଛି।

ଏହି ପ୍ରସଙ୍ଗରେ ସ୍ପଷ୍ଟ କରାଯାଉଛି ଯେ,
ଉକ୍ତ ପତ୍ରଟି ସମ୍ପୂର୍ଣ୍ଣ ଜାଲ୍, ମନଗଢ଼ା ଏବଂ ଅନଧିକୃତ। ଅର୍ଥ ବିଭାଗ ଦ୍ୱାରା ଏପରି କୌଣସି ପ୍ରସ୍ତାବ ଅନୁମୋଦନ ହୋଇ ନାହିଁ। ୭୨୩୪ ଟି ଶିଶୁ ବାଟିକା ଶିକ୍ଷକ ପଦବୀ ସୃଷ୍ଟି କିମ୍ବା ନିଯୁକ୍ତି ସମ୍ପର୍କରେ ଉକ୍ତ ପତ୍ର ମାଧ୍ୟମରେ କୌଣସି ସରକାରୀ ଅନୁମୋଦନ ପ୍ରଦାନ କରାଯାଇନାହିଁ।

ପତ୍ରରେ ଥିବା ଦସ୍ତଖତ, ପତ୍ର ସଂଖ୍ୟା, ବିଷୟବସ୍ତୁ ଓ ଅନୁମୋଦନ ସମ୍ପୂର୍ଣ୍ଣ ମିଥ୍ୟା ଏବଂ ସରକାରୀ ଅଭିଲେଖରେ ଏହାର କୌଣସି ଆଧାର ନାହିଁ।
ଜାଲ୍ ସରକାରୀ ପତ୍ର ପ୍ରସ୍ତୁତ କରି ପ୍ରଚାର କରିବା ଏକ ଗୁରୁତର ଅପରାଧ। ଏହି ଘଟଣା ସମ୍ପର୍କରେ ଉପଯୁକ୍ତ ଆଇନଗତ ପଦକ୍ଷେପ ଗ୍ରହଣ ପାଇଁ ସମ୍ପୃକ୍ତ କର୍ତ୍ତୃପକ୍ଷଙ୍କ ଦୃଷ୍ଟିକୁ ଅବଗତ କରାଯାଇଛି।

ରାଜ୍ୟ ସରକାର ସାଧାରଣ ଜନତା ଓ ଗଣମାଧ୍ୟମକୁ ଅନୁରୋଧ କରୁଛନ୍ତି ଯେ, ସୋସିଆଲ ମିଡିଆରେ ପ୍ରଚାରିତ କୌଣସି ସରକାରୀ ପତ୍ରକୁ ଯାଞ୍ଚ ବିନା ବିଶ୍ୱାସ କିମ୍ବା ପ୍ରଚାର କରନ୍ତୁ ନାହିଁ । ସରକାରୀ ସୂଚନା କେବଳ ସରକାରୀ ବିଜ୍ଞପ୍ତି, ୱେବସାଇଟ୍ କିମ୍ବା ସମ୍ପୃକ୍ତ ବିଭାଗରୁ ହିଁ ନିଶ୍ଚିତ କରନ୍ତୁ।

Third Round of Online Student Allotment under the RTE Paradarshi Portal (FY 2026–27) has been completed successfully.

A total of 2,446 students have been allotted seats through online lottery. The admission process will be conducted from 7th to 15th July 2026, ensuring fair and equitable access to quality education for children under the RTE Act.

A six-day English Teacher Training Programme for Secondary School Teachers commenced today (06.07.2026) at the Conference Hall of SILTT, Bhubaneswar.

Fifty Secondary School Teachers from Bargarh district are participating in the programme, which will continue until 11.07.2026.

The sessions are being conducted by eminent resource persons under the supervision of Dr. Amrita Pritinanda, Joint Director.

ଲୋକସେବା ଭବନରେ ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ @MohanMOdisha କ୍ୟାବିନେଟ ବୈଠକରେ ଅଧ୍ୟକ୍ଷତା କରିଛନ୍ତି। ଏହି ୪୩ତମ କ୍ୟାବିନେଟ ବୈଠକରେ ରାଜ୍ୟର ବିକାଶ ପାଇଁ ୧୨ଟି ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ନିଷ୍ପତ୍ତି ନିଆଯାଇଛି।

ଏଥି ମଧ୍ୟରୁ ଶିକ୍ଷା ସହିତ ସମ୍ପର୍କିତ ଏକ ଯୁଗାନ୍ତକାରୀ ନିଷ୍ପତ୍ତି ସମ୍ପର୍କରେ ବିବୃତ୍ତି ରଖି ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀ କହିଛନ୍ତି, ଯେ ‘ଜ୍ଞାନୋଦୟ- ଶିକ୍ଷାରୁ ସମୃଦ୍ଧି’ ଯୋଜନା । ଏହି ଯୋଜନାରେ କେ.ଜି ରୁ ପି.ଜି ପର୍ଯ୍ୟନ୍ତ ଓଡ଼ିଶାର ସମସ୍ତ ଛାତ୍ରଛାତ୍ରୀଙ୍କୁ ମାଗଣା ଶିକ୍ଷା ପ୍ରଦାନ କରିବା ପାଇଁ ନିଷ୍ପତ୍ତି ଗ୍ରହଣ କରାଯାଇଛି। ଏହି ଐତିହାସିକ ନିଷ୍ପତ୍ତି ଦ୍ୱାରା ରାଜ୍ୟର ଜଣେ ବି ଛାତ୍ର କିମ୍ବା ଛାତ୍ରୀ ଆଉ ଆର୍ଥିକ ଅଭାବ କାରଣରୁ ଶିକ୍ଷାରୁ ବଞ୍ଚିତ ହେବେ ନାହିଁ କିମ୍ବା ପାଠପଢା ମଝିରୁ ପାଠ ଛାଡିବେ ନାହିଁ। "ଜ୍ଞାନୋଦୟ - ଶିକ୍ଷାରୁ ସମୃଦ୍ଧି" କେବଳ ଏକ ଫି’ ଛାଡ଼ କାର୍ଯ୍ୟକ୍ରମ ନୁହେଁ। ଆର୍ଥିକ ପୃଷ୍ଠଭୂମି ନିର୍ବିଶେଷରେ ଓଡ଼ିଶାର ପ୍ରତ୍ୟେକ ଶିଶୁ ଏବଂ ଯୁବକଯୁବତୀଙ୍କୁ ଶିକ୍ଷା ଗ୍ରହଣର ସମାନ ସୁଯୋଗ ମିଳିବା ନିଶ୍ଚିତ କରିବା ଦିଗରେ ଏହା ଏକ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ପଦକ୍ଷେପ।

ରାଜ୍ୟର ଶିକ୍ଷା ବ୍ୟବସ୍ଥାକୁ ଅଧିକ ସମାବେଶୀ, ସମୃଦ୍ଧ ଓ ସୁଦୃଢ଼ କରିବା ଦିଗରେ ଆମ ସରକାର ଏକ ଦୂରଦୃଷ୍ଟିସମ୍ପନ୍ନ ତଥା ଐତିହାସିକ ନିଷ୍ପତ୍ତି ଗ୍ରହଣ କରିଛନ୍ତି। 'ଅନ୍ତ୍ୟୋଦୟ'ର ମୂଳମନ୍ତ୍ରକୁ ସାକାର କରି ରାଜ୍ୟର ସମସ୍ତ ସରକାରୀ ଶିକ୍ଷାନୁଷ୍ଠାନରେ ପ୍ରାଥମିକ ସ୍ତରରୁ ଆରମ୍ଭ କରି ବିଶ୍ୱବିଦ୍ୟାଳୟର ସ୍ନାତକୋତ୍ତର ପର୍ଯ୍ୟନ୍ତ, ଅର୍ଥାତ୍ 'କେଜି ରୁ ପିଜି' (KG to PG) ଶିକ୍ଷାକୁ ସମ୍ପୂର୍ଣ୍ଣ ସାର୍ବଜନୀନ ଓ ଦେୟମୁକ୍ତ କରିବା ପାଇଁ ରାଜ୍ୟ କ୍ୟାବିନେଟ୍ ବୈଠକରେ ଅନୁମୋଦନ ପ୍ରଦାନ କରାଯାଇଛି।

ଏହି ବୈପ୍ଳବିକ ଶିକ୍ଷା ସଂସ୍କାର ଫଳରେ ଉଚ୍ଚଶିକ୍ଷା କ୍ଷେତ୍ରରେ ଆଉ କୌଣସି ଆର୍ଥିକ ପ୍ରତିବନ୍ଧକ ରହିବ ନାହିଁ। ଏହା ପ୍ରତିଟି ବିଦ୍ୟାର୍ଥୀଙ୍କ ପାଇଁ ସମାନ ସୁଯୋଗ ସୃଷ୍ଟି କରିବା ସହ ଓଡ଼ିଶାର ସ୍ୱାଭିମାନ, ପ୍ରଗତି ଏବଂ ମାନବ ସମ୍ବଳର ବିକାଶକୁ ଏକ ନୂତନ ଶିଖରକୁ ନେଇଯିବ।

The Odisha State Cabinet, chaired by Hon'ble Chief Minister Shri @MohanMOdisha , has approved Gyanodaya – Shiksharu Samruddhi, a landmark initiative to provide free education from KG to PG in Government and Government-Aided educational institutions. The decision marks a significant step towards ensuring equitable access to quality education by removing financial barriers and enabling every eligible student to
pursue higher education without the burden of admission fees.

ଏକ ସୁଦୃଢ଼, ସ୍ୱଚ୍ଛ ଓ ସମୃଦ୍ଧ ଗଣତନ୍ତ୍ରର ପ୍ରକୃତ ଶକ୍ତି ହେଉଛି ଏକ ସମ୍ପୂର୍ଣ୍ଣ ତ୍ରୁଟିଶୂନ୍ୟ ଭୋଟର ତାଲିକା। @ECISVEEPଙ୍କ ନିର୍ଦ୍ଦେଶକ୍ରମେ ବର୍ତ୍ତମାନ ଆମ ରାଜ୍ୟରେ ‘ସ୍ୱତନ୍ତ୍ର ସଘନ ସଂଶୋଧନ-୨୦୨୬’ (#SIR2026) ଅଭିଯାନ ସକ୍ରିୟ ଭାବେ ଜାରି ରହିଛି। ଏହି କ୍ରମରେ ମୁଁ ଆଜି ମୋର ରାଇକଳାସ୍ଥିତ ବାସଭବନରେ ବୁଥ୍ ସ୍ତରୀୟ ଅଧିକାରୀ (BLO)ଙ୍କ ଦ୍ୱାରା ପ୍ରଦତ୍ତ ପରିଗଣନା ଫର୍ମ ପୂରଣ କରି ଏହି ମହା ଅଭିଯାନରେ ସାମିଲ ହୋଇଛି। ଗଣତାନ୍ତ୍ରିକ ବ୍ୟବସ୍ଥାରେ ନିଜର ଭୋଟର ବିବରଣୀକୁ ସଠିକ୍ ଏବଂ ଅଦ୍ୟତନ ରଖିବା ଆମ ସମସ୍ତଙ୍କର ପରମ କର୍ତ୍ତବ୍ୟ ଓ ଏକ ସାମ୍ବିଧାନିକ ଦାୟିତ୍ୱ।

ଏହି ରାଷ୍ଟ୍ରୀୟ ପ୍ରକ୍ରିୟାକୁ ଶତପ୍ରତିଶତ ସଫଳ କରିବା ପାଇଁ ମୋର ଆପଣ ସମସ୍ତଙ୍କୁ ଅନୁରୋଧ, ଏହି ସଂଶୋଧନ ଅଭିଯାନରେ ନିୟୋଜିତ ତଥା କ୍ଷେତ୍ର ପରିଦର୍ଶନ କରୁଥିବା ବିଏଲ୍‌ଓ (BLO) ମାନଙ୍କୁ ସଠିକ୍ ତଥ୍ୟ ପ୍ରଦାନ କରି ସମ୍ପୂର୍ଣ୍ଣ ସହଯୋଗ କରନ୍ତୁ। ନିଜର ନାମ, ଠିକଣା ଓ ଅନ୍ୟାନ୍ୟ ବିବରଣୀ ଯାଞ୍ଚ କରିବା ସହ ପରିବାରର ସମସ୍ତ ଯୋଗ୍ୟ ଏବଂ ନୂତନ ଭୋଟରଙ୍କ ନାମ ଏଥିରେ ପଞ୍ଜୀକରଣ କରାନ୍ତୁ। ଆସନ୍ତୁ ସମସ୍ତେ ମିଶି ଏହି ଅଭିଯାନକୁ ସଫଳ କରିବା ସହ ଆମ ଗଣତନ୍ତ୍ରକୁ ଅଧିକ ସୁଦୃଢ଼ କରିବା।

ଆମ ସରକାର ଶିକ୍ଷାକୁ ପ୍ରକୃତ ଅର୍ଥରେ ଦେୟମୁକ୍ତ ଓ ସାର୍ବଜନୀନ କରିବା ଦିଗରେ ଐତିହାସିକ ପଦକ୍ଷେପ ନେଇଛନ୍ତି । କେଜିରୁ ପିଜି ପର୍ଯ୍ୟନ୍ତ ସମ୍ପୂର୍ଣ୍ଣ ଦେୟମୁକ୍ତ ଶିକ୍ଷା ବ୍ୟବସ୍ଥା ମାଧ୍ୟମରେ ରାଜ୍ୟର ପ୍ରତ୍ୟେକ ଛାତ୍ରଛାତ୍ରୀ, ବିଶେଷକରି ଆର୍ଥିକ ଭାବେ ପଛୁଆ ବର୍ଗ ଉପକୃତ ହେବେ ।
