Ministry of Foreign Affairs and Expatriates Condemns Settler Terrorism Against Diplomats, Church Representatives, and Civilians, Calls for Urgent International Action

The Ministry of Foreign Affairs and Expatriates strongly condemns the attack carried out by a group of Israeli settlers near the town of Taybeh, east of Ramallah, targeting a diplomatic delegation that included the Consuls General of France and Belgium, a representative of Poland, other diplomats, and representatives of the Catholic Church. The attack also involved the assault of a French mayor and damage to a Belgian vehicle.
The Ministry stresses that this incident is further evidence of escalating, organized settler terrorism targeting Palestinians, their land and property, as well as international diplomats, journalists, religious leaders, and solidarity activists. Such attacks are facilitated by the protection afforded to settlers by the Israeli government and the continued absence of accountability.
The Ministry holds the Israeli government, as the occupying power, fully responsible for these attacks and calls for an immediate end to settler terrorism, the protection of Palestinian civilians and international representatives, and accountability for all those responsible. Condemnations alone are no longer sufficient; concrete and deterrent measures are urgently needed.
The Ministry expresses full solidarity with all those targeted and commends Belgium, the EU, its member states, the UK, and other countries that have condemned settler terrorism. It urges them to take concrete action, including sanctions against perpetrators and those who enable them.
The Ministry stresses that settler terrorism is rooted in settlement expansion and forced displacement, in violation of international law. It calls for urgent international action to end impunity and the occupation, halt settlement activities, and secure the Palestinian people’s right to self-determination through an independent state on the 4 June 1967 borders, with East Jerusalem as its capital.

🇵🇸 I condemn in the strongest terms the attack by masked settlers in Taybeh, in the occupied West Bank, against Palestinians, our Consul General, French and Polish diplomats as well as catholic representatives. A French mayor was assaulted and a Belgian vehicle damaged. Our team is safe.

Palestinians face this violence every day. Settlers also target journalists reporting on it and diplomats. Harvesting olives, reporting the news or carrying out diplomatic duties should never put anyone at risk of attack.

As the occupying power, Israeli authorities must protect Palestinians, ensure the safety of diplomats and journalists, and bring those responsible to justice. Impunity for violent settlers must end.

Belgium will continue to press for EU sanctions against those responsible for this violence and those who support them.

This violence cannot be separated from Israel’s illegal settlement policy. Belgium condemns settlement expansion and attempts to forcibly displace Palestinians from their land. The occupation of the Palestinian territory must end.

I welcome the positions adopted by the European Council at its recent summit, which underscored the necessity of halting settlement expansion, withdrawing the construction tenders for the “E1 area”, releasing Palestinian withheld clearance revenues, and ensuring the delivery of humanitarian aid to the Gaza Strip.

This European stance—which upholds international law and the rights of the Palestinian people—is highly appreciated. And I emphasize the necessity of translating these positions into practical, effective steps. Such actions would contribute to ending the occupation and realizing an independent, sovereign Palestinian state based on the June 4, 1967 borders, with East Jerusalem as its capital, in accordance with the two-state solution and international legitimacy resolutions.

Furthermore, I appreciate the ongoing European support for the Palestinian people and the Palestinian Authority, as well as the support provided for reform efforts and the strengthening of national institutions, all of which contribute to consolidating stability and fulfilling the aspirations of our people.

الخارجية والمغتربين تدين إرهاب المستوطنين بحق المواطنين والدبلوماسيين وممثلي الكنائس، وتطالب بتحرك دولي عاجل لإنهاء الإفلات من العقاب

تدين وزارة الخارجية والمغتربين لدولة فلسطين بأشد العبارات الاعتداء الإره��بي الذي نفذته مجموعة من المستوطنين الإسرائيليين في محيط بلدة الطيبة، شرق رام الله، عندما اعترضت مجموعة دبلوماسيين اثناء قيامهم بمهامهم ومنهم القناصل العامين لفرنسا وبلجيكا وممثل بولندا ودبلوماسيين اخرين وممثلين عن الكنيسة الكاثوليكية، وتخلله الاعتداء على رئيس بلدية فرنسي وإلحاق أضرار بمركبة بلجيكية.

وتؤكد الوزارة أن هذا الاعتداء الإجرامي يشكل دليلاً إضافياً على تصاعد إرهاب المستوطنين المنظم، الذي يستهدف أبناء شعبنا وأرضهم وممتلكاتهم، ولا يستثني المتضامنين الدوليين والدبلوماسيين والصحفيين ورجال الدين، في محاولة لترهيبهم ومنعهم من أداء مهامهم ونقل حقيقة الجرائم والانتهاكات الإسرائيلية المرتكبة بحق الشعب الفلسطيني. كما يعكس اتساع نطاق هذا الإرهاب في ظل الحماية التي توفرها الحكومة الإسرائيلية للمستوطنين، واستمرار سياسة الإفلات من العقاب التي تشجعهم على مواصلة اعتداءاتهم وتصعيدها.

وتحمّل الوزارة الحكومة الإسرائيلية، بصفتها القوة القائمة بالاحتلال، المسؤولية الكاملة عن هذه الاعتداءات وتداعياتها، وتطالبها بوقف إرهاب المستوطنين، وضمان حماية المدنيين الفلسطينيين وسلامة الدبلوماسيين والصحفيين ورجال الدين والمتضامنين الدوليين، ومحاسبة المعتدين ومن يقف وراءهم. كما تؤكد أن الاكتفاء بالإدانة لم يعد كافياً، وأن استمرار غياب المساءلة الدولية يبعث برسالة تشجيع على ارتكاب المزيد من الجرائم.

وتعرب الوزارة عن تضامنها الكامل مع جميع الذين تعرضوا للاعتداء، وتثمن الموقف البلجيكي الرافض للاستيطان وإرهاب المستوطنين والتهجير القسري، ودعم بلجيكا فرض عقوبات أوروبية على المسؤولين عن هذه الاعتداءات وداعميهم. كما تشيد بمواقف الاتحاد الأوروبي ودوله الأعضاء وبريطانيا وسائر الدول التي أدانت هذه الجرائم واتخذت خطوات لمواجهتها، وتدعوها إلى ترجمة مواقفها إلى إجراءات عملية ورادعة، تشمل محاسبة المستوطنين المتورطين ��ي العنف ومساءلة الجهات التي توفر لهم الحماية والدعم.

وتشدد الوزارة على أن إرهاب المستوطنين ليس حوادث معزولة، بل يرتبط ارتباطاً مباشراً بمنظومة الاستيطان الاستعماري وسياسات الاستيلاء على الأراضي وتهجير المواطنين الفلسطينيين، في انتهاك للقانون الدولي وقرارات الشرعية الدولية. وعليه، فإن مواجهة هذا الإرهاب تقتضي تحركاً دولياً عاجلاً وفاعلاً لتوفير الحماية الدولية لشعبنا، ووقف الاستيطان والتهجير القسري، وإنهاء الاحتلال الإسرائيلي، وضمان حق الشعب الفلسطيني في الحرية والكرامة وتقرير المصير وتجسيد استقلال دولته الفلسطينية ذات السيادة على حدود الرابع من حزيران عام 1967، وعاصمتها القدس، وتمكينه من ممارسة حقوقه السياسية والديمقراطية، بما فيها إجراء الانتخابات بحرية ودون قيود الاحتلال وحواجزه واعتداءات مستوطنيه الارهابية.

We strongly condemn the attack on foreign diplomats in the villages of Ramallah by settler terrorist gangs. This is a miniature model of the scale of the daily terrorism to which our Palestinian people are subjected, and it requires a firm international stance that imposes international protection for the Palestinian people.

يدين بشدة وزراء خارجية دولة فلسطين، وجمهورية مصر العربية، والجمهورية التركية، وجمهورية جيبوتي، والجمهورية اللبنانية، ودولة ليبيا، والجمهورية اليمنية، ودولة قطر، والمملكة الأردنية الهاشمية، وجمهورية الصومال الفيدرالية، وماليزيا، وجمهورية ��ندونيسيا، والمملكة العربية السعودية، ودولة الكويت، والجمهورية الجزائرية الديمقراطية الشعبية، وسلطنة عُمان، والجمهورية العربية السورية، وجمهورية السودان، وجمهورية باكستان الإسلامية، ويعربون عن رفضهم القاطع لقيام جمهورية كولومبيا بافتتاح سفارتها في القدس، وهي خطوة تتعارض مع قرارات مجلس الأمن الدولي ذات الصلة وتقوض الجهود الدولية الرامية إلى تحقيق سلام عادل ودائم قائم على حل الدولتين.

ويعيد الوزراء التأكيد على أن أي إجراء أو قرار يهدف إلى تغيير الوضع القانوني أو التاريخي للقدس المحتلة، أو الاعتراف بها عاصمة لإسرائيل، هو إجراء باطل ولاغٍ ولا يترتب عليه أي أثر قانوني. ويتماشى هذا الموقف مع قرارات مجلس الأمن والجمعية العامة للأمم المتحدة ذات الصلة، ولا سيما قراري مجلس الأمن رقم 476 (لعام 1980) ورقم 478 (لعام 1980)، اللذين يرفضان محاولات تغيير طابع القدس أو وضعها، ويدعوان الدول إلى سحب بعثاتها الدبلوماسية من المدين�� التي تُعد جزءاً من الأراضي الفلسطينية المحتلة عام 1967.

كما يدعو الوزراء الحكومة الكولومبية إلى إعادة النظر في هذا القرار والتراجع عنه، والوفاء بالتزاماتها بموجب القانون الدولي، والامتناع عن اتخاذ تدابير تمس بالحقوق المشروعة للشعب الفلسطيني، بما في ذلك حقه في إقامة دولة فلسطينية مستقلة وذات سيادة تكون القدس الشرقية عاصمة لها.

“From this rostrum, we make this urgent appeal: Do not allow another Nakba and further massacres like those of 1948 to continue taking place.

Do not allow terrorist
gangs protected by the Israeli occupying forces to burn Palestinian homes while their inhabitants are sleeping inside.

Do not allow our children to live in fear and under threat.

Once again, I ask you: How long will some countries continue to remain silent about Israel, or continue supplying it with weapons that it uses against our people?

The world has witnessed the enormous cost in the Gaza Strip and the West Bank. What, then, is the international community waiting for before it acts to protect the
Palestinian people and their continued presence on their land, end the Israeli
occupation, and implement the two-State solution based on international legitimacy?

This solution guarantees peace for all, instead of the threat posed by Israeli
extremism, which seeks expansion through its colonial project to establish what is called “Greater Israel” and erase the Palestinian presence.”

What we need is respect for the legitimate rights of the Palestinian people, their legitimate right to exist.”

🇵🇸 🇯🇴 “ This can no longer be dismissed as temporary military measures, or a consequence of war.

Accountability begins when we call things for what they are: an attempt to erase Palestinian life and impose a new territorial reality in Gaza.

For decades, I have stood before this Assembly and warned of the dangers of leaving the Palestinian-Israeli conflict unresolved.

But the international community chose to manage the conflict, not confront it.

And every new Israeli violation was treated as “temporary”, diverting attention from the reality being created on the ground. Until temporary became permanent, and permanent became policy.

Of course, this is not the world’s only injustice. But one of the world’s longest-running occupations forces a basic question: If international law can be ignored for decades, then what exactly is that law worth?

And how can we enforce it if we won’t even call out its violations?

In Gaza, the evidence is overwhelming: In the first 300 days of the so-called ceasefire, at least 300 Palestinian children were killed. Jordan’s field hospitals have also been targeted.”

الوزيرة شاهين تؤكد أن أمن دولة فلسطين جزء لا يتجزأ من الأمن القومي العربي خلال مشاركتها في اجتماع مجلس جامعة الدول العربية على المستوى الوزاري في دورته غير العادية

رام الله - ٨-٣-٢٠٢٦ - شاركت وزيرة الخارجية والمغتربين د. فارسين اغابيكيان شاهين، @VarsenAghShahin اليوم الأحد، عبر تقنية الاتصال المرئي والمسموع في اجتماع مجلس جامعة الدول العربية على المستوى الوزاري في دورته غير العادية.

عبرت الوزيرة شاهين عن ادانة دولة فلسطين الاعتداءات الإيرانية على سيادة الدول العربية وأراضيها ومواطنيها ومقدراتها، وأكدت على ضرورة وقف هذه الاعتداءات التي تهدد سلامة وأمن الدول العربية من خلال العمل الدبلوماسي. وشددت أن أمن دولة فلسطين جزء لا يتجزأ من الأمن القومي العربي وأن الأمن القومي العربي جزء لا يتجزأ من أمن دولة وشعب فلسطين، وهذا يحتم علينا العمل دون تأخير لحماية الأمن القومي العربي.

كما أكدت شاهين على ضرور�� إدانة السياسيات والممارسات الإس��ائيلية الرامية إلى زعزعة الأمن والاستقرار في المنطقة، وأشارت إلى مطامع الاحتلال الاسرائيلي المعلنة بالسعي لإقامة ما يسمى ب "إسرائيل الكبرى" وتغيير شكل الشرق الأوسط، ودعت إلى العمل المشترك والتحرك العاجل للجم وإيقاف كل أشكال التهديد والعدوان الإسرائيلي على الأمن القومي العربي.

وزيرة خارجية فلسطين تهاتف نظيرها العراقي وتؤكد عمق العلاقات واحترام سيادة العراق

أجرت وزيرة الخارجية والمغتربين د. فارسين شاهين @VarsenAghShahin ، اليوم الأحد، اتصالاً هاتفياً مع نائب رئيس مجلس الوزراء ووزير خارجية جمهورية العراق السيد فؤاد حسين، مؤكدةً خلال الاتصال احترام دولة فلسطين الكامل لسيادة العراق على أراضيه، وحقه في إدارة شؤونه الداخلية والخارجية بعيداً عن أية تدخلات.

وشددت الوزيرة على حرص فلسطين على تعزيز علاقاتها الأخوية مع العراق، تقديراً لدوره الإقليمي والدولي ومواقفه التاريخية الداعمة للشعب الفلسطيني وقضيته العادلة. كما نقلت تحيات القيادة والحكومة الفلسطينية إلى نظيرها العراقي والقيادة العراقية، مؤكدةً عمق الروابط التي تجمع البلدين وحرص بلادها على تطويرها في مختلف المجالات.

من جانبه، أعرب الوزير فؤاد حسين عن تقديره لهذه المبادرة، مثمناً روح المسؤولية والحرص على توضيح المواقف بما يعزز الثقة المتبادلة بين البلدين. وأكد أن العراق يؤمن بعدالة القضية الفلسطينية، وأن مواقفه تنطلق من مبادئه الثابتة الداعمة لحقوق الشعب الفلسطيني المشروعة.

كما بحث الجانبان تطورات الأوضاع في المنطقة، مؤكدين خطورة استمرار الحرب وضرورة تكثيف الجهود لاحتواء تداعياتها وتعزيز مساعي التهدئة والاستقرار.

وزارة الخارجية والمغتربين تتابع على مدار الساعة أوضاع الجاليات الفلسطينية في ظل الظروف الراهنة

تتابع وزارة الخارجية والمغتربين ببالغ الاهتمام ومن خلال سفاراتها وبعثاتها اوضاع الجاليات الفلسطينية في ظل الظروف التي تمر بها المنطقة، معربةً عن تمنياتها الصادقة بالسلامة والأمن للجميع، وأن تنتهي تلك الظروف بسلام دون حدوث أي مكروه.
وتؤكد وزارة الخارجية والمغتربين حرصها الكامل على أمن وسلامة أبناء شعبنا، وتصدر التوجيهات التالية:
• التشديد على ضرورة الالتزام التام بتعليمات وإرشادات السلطات المحلية في الدول المضيفة بما يضمن السلامة الشخصية والعامة.
• توخي أقصى درجات الحيطة والحذر واليقظة، وتقليل الحركة إلى الحد الأدنى، والبقاء في المنازل أو أماكن السكن.
• التأكيد والحرص على توفر الاحتياجات الاساسية.
• أهمية التواصل مع سفارات وبعثات دولة فلسطين عبر أرقام الطوارئ ووسائل الاتصال الرسمية، وذلك عند الضرورة وفي حال طلب المساعدة.

وتؤكد الوزارة أن سفارات وبعثات دولة فلسطين تواصل عملها على مدار الساعة، وتبقى على اتصال دائم مع أبناء الجالية الفلسطينية، وممثلي الجالية والجهات ذات العلاقة.

وتعلن وزارة الخارجية والمغتربين عن تخصيص رقم طوارئ في مقر الوزارة، لمتابعة أوضاع الجاليات الفلسطينية وهو متاحة أمام المواطنين الكرام للاتصال عند الضرورة
