Hon. Minister, I agree that we should encourage young people to critically examine what shapes their choices, and that Rwanda should develop a modern cultural identity of its own.

But I think we also need to ask: where does promoting cultural values end and policing individual choices begin?

If young women are now being stopped from entering concerts or restaurants because someone considers their clothing “indecent,” who decides what is indecent, and based on what clear standard?

And if enforcement includes threats or physical punishment, then this is no longer simply a conversation about culture or critical thinking.

You rightly say freedom means understanding what shapes our choices. I believe that principle should apply to everyone including those making and enforcing these rules.

We should build our culture through confidence, creativity and education not fear and coercion.
