Riverfront Terrace: A Vision for a New Botanical Waterfront Landmark in Southwest Washington
Along the Columbia River, between Washougal, Camas, Vancouver, and Portland, there is an opportunity to create something rare: a public place where architecture, gardens, water, art, and regional identity come together as one destination.
Riverfront Terrace is a proposed waterfront concept designed around a simple but powerful idea: transform an existing riverfront area into a beautiful, walkable, flower-inspired public district anchored by rose gardens, river views, sculptural park furniture, and a future landmark known as the King Protea Museum.
The vision is not only to create a building. It is to create a complete place.
A place people visit for the gardens.
A place families use for walking, resting, biking, photos, and events.
A place that could become a signature identity for the Columbia River waterfront.
A Project Inspired by Nature
The design language of Riverfront Terrace is inspired by flowers, especially the King Protea, roses, lilacs, and the natural forms of the Pacific Northwest.
The future museum concept takes its shape from the King Protea flower: a higher central crown, layered petal-like forms around the sides, warm glowing glass, soft rose and cream tones, and a dramatic entrance facing a public plaza.
The surrounding landscape continues the same idea with rose gardens, lilac accents, lavender borders, reflecting ponds, curved walkways, carved concrete details, dark bronze metalwork, and warm wood seating.
Instead of feeling like a generic waterfront park, Riverfront Terrace would have a recognizable identity — elegant, botanical, artistic, and deeply connected to the river.
Why the Washougal Waterfront Makes Sense
A realistic first location for the project is the Washougal Waterfront / Parker’s Landing area, near the Port of Camas-Washougal.
This area already has important public waterfront assets. Washougal Waterfront Park & Trail includes a 12-foot-wide cement trail that wraps around the park and stretches just under one mile, with viewpoints, interpretive signage, kayak/canoe launch access, and water access trails. The Port of Camas-Washougal also owns and manages a major part of the Washougal waterfront, including parks, trails, Parker’s Landing Marina, and future redevelopment areas.
That makes the location more realistic than starting from an empty idea. Riverfront Terrace could build on what already exists and improve it step by step.
The Core Elements of Riverfront Terrace
The project is designed as a complete public-space system, not a single object.
1. The King Protea Museum
The long-term landmark would be a botanical-inspired museum and cultural center. It could include exhibits about nature-inspired architecture, Pacific Northwest ecology, Columbia River history, botanical design, children’s discovery spaces, art installations, events, a café, and a garden shop.
The building would be visually iconic, but the smartest approach is to begin with a smaller King Protea Pavilion first, then grow toward the full museum later.
2. The Rose and Lilac Garden
The garden would be the heart of the project.
Roses would become the main flower identity, offering color, romance, and strong visual appeal from spring through fall. Lilacs would be used as seasonal fragrance accents, especially in sunny and well-drained areas. Lavender, catmint, salvia, rhododendrons, Oregon grape, native grasses, and pond-edge plants would make the landscape more realistic and easier to maintain.
3. The Riverfront Promenade
The promenade would connect gardens, seating, overlooks, bike areas, water features, and public art. It would be designed for walking, biking, photography, family outings, and small events.
