@bishopSarahM is correct. It is not a financial choice between defence and development, it is a political one. The Conservative Government followed by @UKLabour has steadily reduced ODA - why? - because ODA does not win elections, it does however save lives and ensure security.
I spoke in @UKHouseofLords to say we must reject the false choice between defence and development. They are not competing priorities. properly used, development funding helps prevents conflict, tackles instability, builds a safer more just world. Cutting aid in this way risks exacerbating the very crisis that leads in insecurity and conflict.
