The Hecarim Problem.
Since the new season started, Hecarim has become one of the worst junglers in the game, as well as one of the most UNFUN champions to play as (from a one-trick perspective).
Here's how to fix it.

The following list of problems are just bandaid solutions. Hecarim’s REAL PROBLEM is that he has no sense of identity. Therefore, here is my MAIN SOLUTION:
Give Hecarim a sense of identity.
When thinking about Hecarim, he is supposed to be the Fast, Feared horse. However, his gameplay does not respect this. He is instead viewed as an unkillable juggernaut that feels awful to play against when he’s ahead, and extremely worthless when he’s behind.
One of his other issues is that he just feels like a stale healing bruiser, similar to the entire roster of toplane bruisers that are already in the game, removing his sense of originality.
The solution is simple.
Make him Fast.
PASSIVE: Hecarim should receive LESS damage from his bonus movement speed, HOWEVER his bonus AD/AP should give him bonus movement speed. This would make Hecarim become much faster, however it would also make him feel like much less of a statcheck champion.
Q: Give him a 4th Q stack, but make the first 3 feel weaker than they are on live. Every stack of Hecarim’s Q should give him bonus movement speed, with an effect at max stacks that either gives him a large MS boost when hitting enemy champs, armor/magic penetration, OR omnivamp (on his Q exclusively).
This would make him have more of a skill / learning curve, which rewards better players since his value will be less in up front damage, and more in HOW he plays fights (using MS to dodge abilities, weave in and out, etc).
W: Remove the healing of his W entirely. Instead, Hecarim should get a shield that scales with his AD/AP, as well as a movement speed boost while the W is active, and make all enemies within the range of his W get slowed.
This would make him have more counterplay in the sense that he doesn’t just heal for hundreds a fight and get free resistances, however Hecarim’s will now be rewarded for good W timing more and the kit will play in to more of the Fast Horse as well.
E: Every level up of E should give slightly more movement speed (2.5%) as well as better base damage.
This would make it so that his E ability feels better to use, and would also allow for people to viably max W or E second depending on the game, further allowing for more skill expression.
R: Make travel speed scale with his movement speed.

The above changes listed are general gameplay ideas to fit his role/place as a character better.
Below are general bandaid solutions that can be done to Hecarim right now in order to make him feel better in the current meta.

Problem: Hecarim doesn’t synergize well with many of the items that are currently available to him.
[FIRST SOLUTION] Hecarim would actually benefit more from the AP items than the bruiser items that were added, however AP Hecarim is not viable because his main damaging ability (Q) has no AP scaling.
Therefore, giving his Q a good AP ratio, and slightly nerfing his R AP ratio would actually push AP Hecarim into a state of viability (similar to Twitch) and allow him to have more freedom of when he can choose to do which build.
[SECOND SOLUTION] Sundered Sky currently is bugged on Hecarim’s E and doesn’t do the amplified damage it’s supposed to, it only heals. Fixing this would allow Bruiser hecarim to be more viable.
Problem: With the removal of Manamune from his build, Hecarim doesn’t have enough damage to be a threat.
[FIRST SOLUTION] Buff his base damage. His base damage was heavily nerfed years ago, and the only thing that allowed him to be viable was Muramana. To fix this, buff the base damage of his Q and E, and also give his E significantly more damage per level put into it.
This would allow Hecarim players to CHOOSE between whether to max W or E second every game (whether ahead or behind) which would add MORE skill expression to his kit, and make him feel better overall.
[SECOND SOLUTION] Give his Q a 4th stack. To compensate, nerf the stack uptime from 8 seconds to 6, or remove the Q stack falloff altogether and leave it at 8 seconds. This would allow Hecarim to have the damage he needs to actually be a reliable threat.
[THIRD SOLUTION] Give Hecarim’s Q an added effect on 3 stacks where it has armor penetration (to better deal with tanks) and/or gives Hecarim movement speed so that he can stick onto targets better.
Problem: Hecarim’s W resistances are TOO OVERBEARING. They make him too tanky without having to build any actual resistances and prevent him from receiving any actual damage buffs.
[SOLUTION]: Change the effect to give Hecarim a SHIELD that scales with AD instead of Armor/MR as well as a slight speed up. so that it can actually be countered.
As a bonus paragraph, all of Hecarim’s skins have been bugged for years now and do not give a special visual effect at max Q stacks like they used to. If this could be fixed, it would be amazing since Hecarim players would be happy and people playing versus the champion would have more visual clarity on how strong he actually is.

Years ago, me and a few other content creators were planning on living in a gaming house in LA.
It was supposed to be all expenses paid by sponsors at the time, so for a small streamer like me it was the opportunity of a lifetime.
Then, one day, I went to the gym.
My dad had told a few of his friends about it (all in their 60s), and upon seeing one of them, Dan, he told me we needed to talk.
He sat me down and congratulated me, acknowledging how big of a deal it was,
Then he told me a story.
“I used to have a friend, a guy I had met in college.
This man had it all, looks, intelligence, and he was even a promising football player.
His entire life was dedicated to football. Hours of practice a day, every day, for years.
He was so talented that he even got scouted by NFL teams.
But there was one issue,
He was Canadian, playing for a Canadian college, and he was in a relationship.
Being offered to sign with an NFL team was what he had been dreaming of for years, but to do so would force him and his girlfriend to go long distance, and he didn’t think it would last if that happened.
So, he did what any lovestruck person would do,
And he prioritized her over his career, turning down the opportunity to make it into the big leagues.
A few years later he and his girlfriend broke up.
What’s he doing nowadays?
Now he’s in his 60s, living alone in a small apartment, and working a job he’s hated for the last 30 years.”
