A satirical Gen Z-led movement called the Cockroach Janta Party has gained momentum across India as citizens demand educational reforms and government accountability from Prime Minister Narendra Modi’s administration.

While the protests were sparked by repeated exam paper leaks like the NEET medical entrance exam, the movement stems from a history of unemployment and limited economic opportunities for India’s youth.

I have filed a complaint with the SHO, Parliament Street Police Station,
for registration of an FIR against Additional DCP Sandeep Lamba who
assaulted a woman protestor at Jantar Mantar on 20 July 2026.

Yesterday, in the Delhi High Court, the Government's answer to the
petitions on police brutality was that nobody had approached the police
for an FIR.

So today I filed a police complaint.

The complaint invokes:

• Section 74 BNS — assault or criminal force to a woman with intent to
outrage her modesty. Cognizable. Non-bailable. One to five years.
• Section 115 BNS — voluntarily causing hurt.
• Section 131 BNS — assault or criminal force otherwise than on grave
provocation.
• Section 198 BNS — public servant disobeying the law, with intent to
cause injury.
• Read with Section 3(5) BNS.

Where information discloses a cognizable offence, registering an FIR is
mandatory under the Supreme Court guidelines in Lalita Kumari v.
State of U.P.

Thousands of students, parents and children assembled peacefully that
day. Over 90 were injured. There are videos of men in uniform without
name tags, of lathis fitted with nails, of children being beaten.

Every single police officer who illegally assaulted peaceful protestors
must be brought to justice. Not one of them should be spared.

Important - Complaint to the UN regarding brutality against protestors in Delhi

I have filed a Special Procedures complaint with the United Nations over the police brutality against peaceful protestors in Delhi on 20 July.

Let me be straight about what this is and what it is not.

UN Special Procedures are independent human rights experts appointed by the Human Rights Council. They cannot compel the Government of India to do anything.

What they can do is write. If the experts act on a complaint, they send a letter to the Government of India setting out the allegations and asking it to explain itself. That letter is published. So is the government's reply, or its silence.

I have filed because every route at home is being held shut by the Modi Govt. The govt, instead of having some shame, is brazening it out as usual.

Thousands of students marched peacefully towards Parliament. They were met with lathis and tear gas. Video shows seated protestors being beaten. Journalists with visible press credentials were struck. Mobile internet was cut across central Delhi without a single order published by any authority, so that none of it could be seen as it happened.

What has followed: five FIRs against protestors, with more promised. Not one FIR against a single officer. No independent inquiry.

Modi is untroubled by what Indians say. However, he seems to care a lot more about his personal PR internationally. Crores of rupees are spent into managing that image.

Therefore, while we in the Opposition will pursue all legal means in our country, it is important that Modi-Shah are held accountable internationally too.

The detailed complaint covers arbitrary detention, freedom of peaceful assembly and association, human rights defenders, torture and ill-treatment, and violence against women and girls.

I will update everyone on whatever comes of it.
