Yesterday, I delivered H.E. President Yoweri Kaguta Museveni's condolence message at the funeral of the former Deputy Governor of the Bank of Uganda, Mr. Perezi Tenywa Bukhumune, at Ibulanku, Bugweri District.
H.E. the President was saddened to learn of the death of the former Deputy Governor of the Bank of Uganda, Mr. Perezi Tenywa Bukhumune. On behalf of the government and himself, the President conveyed his heartfelt sympathies to the bereaved family of the late, friends, and all Ugandans.
H.E. President @KagutaMuseveni noted that the late was part of the team of patriots at the Bank of Uganda who supported the NRM's economic reforms after the victory of 1986. These reforms led to the stabilization of Uganda's economy by ensuring price stability, restoration of the production capacity of the economy, and rehabilitation of the economic and social infrastructure as well as maintaining fiscal discipline.
His Excellency paid tribute to the late on his patriotic contributions to the socio-economic transformation of Uganda while serving as Deputy governor and in other capacities.
The President commiserated with the bereaved family and prayed for the deceased's soul to rest in eternal peace.

This morning, I joined the Bishop of the Busoga Diocese, Prof. Dr Grace Lubaale, and the leaders of Jinja District to officiate the inauguration ceremony of St. Phillip's Church of Uganda, Kyabirwa, Jinja District.
I conveyed warm greetings from H.E. President Yoweri Kaguta Museveni, the first lady, Mama Janet Kataha Museveni and the entire office of the President.
I reminded the congregation that H.E. President Yoweri Kaguta Museveni @KagutaMuseveni has positioned religious institutions as key partners in national development, unity, and moral guidance and urged them to embrace government wealth creation programmes to fight poverty in our country. This will enable the servants of God to contribute to the development of the religious institutions and trasform our communities.

Yesterday, I delivered closing remarks at the 3-day capacity-building workshop for Commissioners from the Office of the President, RDCs/RCCs, RISOs, DISOs, and Assistant RDC/RCCs from Buganda sub-region at Collins Hotel Mukono.
I commended them for their critical role in the recently concluded General Elections. Their active participation, commitment, mobilisation, vigilance, and coordination significantly contributed to the improved performance of the National Resistance Movement in Buganda and to the victory of H.E. President Yoweri Kaguta Museveni.
Since politics came to an end, I urged all officers to shift focus on service delivery, wealth creation, and effective implementation of Government programmes. They should ignore speculation about appointments and avoid distractions from rumours. Appointment matters rest with the appointing authority. Their duty is to remain focused on current assignments. The surest path to future opportunities is hard work, discipline, and measurable performance. They should continue serving diligently until directed otherwise.
H.E. the President expects RDCs and field officers to be visible in communities, accessible to citizens, and responsive to emerging challenges. They must monitor Government programmes closely, coordinate security effectively, fight corruption without fear or favour, provide accurate field information, and ensure Government interventions produce real results for ordinary Ugandans.
These expectations are critical as Uganda implements NDP-IV, the NRM Manifesto, Uganda Vision 2040, and the Governmentโs Ten-Fold Growth Strategy. These frameworks aim to transform Uganda into a modern, prosperous economy through wealth creation, industrialisation, value addition, increased exports, job creation, and improved household incomes. Strong leadership and effective supervision at the local level are essential, making the RDC Institution indispensable.
Government is moving from promises to delivery, from activities to outcomes, and from plans to measurable results. Wananchi have renewed trust in H.E. the President and NRM and now expect tangible improvements in livelihoods, household incomes, public services, and economic opportunities. As 2 Thessalonians 3:10 states: _โFor even when we were with you, we gave you this rule: โThe one who is unwilling to work shall not eat.โโ
The Presidentโs message of _โKisanja of No More Sleepโ_ is not a slogan but a policy directive. It demands greater vigilance in monitoring projects, quicker response to citizen concerns, stronger action against corruption, and more effective coordination of service delivery.
I urged RISOs, RDCs, RCCs, DISOs, and Assistants to avoid absenteeism and respect their seniors, supervisors, and the appointing authority.
Programmes like the Parish Development Model, Emyooga, Operation Wealth Creation, and other interventions must be implemented transparently and effectively. Success is not measured by money disbursed, but by households moved out of poverty, youth engaged in productive enterprises, and communities joining the money economy.
In Buganda, where Government has invested heavily in infrastructure, industrialisation, and urban development, expectations are higher. The region has potential in commercial agriculture, agro-processing, manufacturing, tourism, and trade. They must ensure citizens seize these opportunities and that no programme is undermined by corruption, complacency, or poor supervision.
Every RDC and DISO must be visible, proactive, and results-oriented. They should know what is happening in their districts, engage regularly with wananchi, provide timely information to Government, and ensure every intervention supports peace, stability, and socio-economic transformation.
Proverbs 13:24 states: "Whoever spares the rod hates their son, but the one who loves their children is careful to discipline them".

I conveyed warm greetings and best wishes from H.E. President Yoweri @KagutaMuseveni. I informed participants that the President greatly values their work as his representatives at the grassroots. He has consistently emphasized their strategic role in safeguarding peace, security, stability and effective service delivery across Uganda.
I commended their contribution during the recently concluded General Elections. Through their vigilance, coordination and commitment to maintaining law and order, the electoral process was conducted in a peaceful and stable environment. Ugandans once again entrusted the National Resistance Movement and H.E. the President with the mandate to lead. This victory carries greater responsibility to deliver on commitments made to wanainchi.
I reminded them that their mandate is provided for under Article 203 of the Constitution and other relevant laws. As representatives of the President in their jurisdictions, they are responsible for: monitoring government programmes, coordinating security matters, overseeing service delivery, mobilizing wanainchi for development, and ensuring government policies and directives are effectively implemented.
This is not a ceremonial responsibility. It is a strategic national assignment that requires commitment, courage, vigilance, integrity and results.
The Presidentโs aspirations remain focused on Ugandaโs socio-economic transformation. Programmes like the Parish Development Model, Emyooga, wealth creation initiatives, industrialization, infrastructure development, and human capital development all aim to improve household incomes and transform lives. RDCs/DISOs must ensure that government programmes reach intended beneficiaries, public resources are protected, and wanainchi are mobilized for wealth creation. The President expects them to be champions of development, accountability and effective service delivery. They should utilize state organs within their districts before escalating issues to the Centre.
I directed RDCs/DISOs to intensify monitoring of Government programmes and projects. Every shilling appropriated by Parliament must translate into tangible services for the people. Where projects are delayed, abandoned, poorly executed or funds mismanaged, they must intervene promptly and report accordingly.
Corruption remains one of the greatest threats to service delivery and socio-economic transformation. Despite substantial government investment, some citizens do not fully benefit due to theft, inflated contracts, ghost beneficiaries, shoddy works and abuse of office.
I expect RDCs and DISOs to work together in detecting, preventing and exposing corruption. Those found culpable, regardless of position, should face disciplinary and legal processes. There must be consequences for those who steal from the people.
Discipline within the ranks is equally important. Absenteeism, negligence of duty, misconduct and abuse of office will not be tolerated. The President expects officers who are visible, active and responsive to wanainchi. An RDC or DISO who is absent, inaccessible, or detached from Government programmes is not fulfilling his/her purpose.
This is a period of implementation, supervision and results, no excuses. Government expects performance. The people expect service. Every officer must account for their presence, work and contribution to Government objectives.
Effective service delivery requires collaboration between RDCs, DISOs, technical officers, local government leaders, security agencies and communities. Differences in opinion should not distract from the common objective of transforming lives.
My office remains open to all RDCs, Deputy RDCs, ARDCs, RISOs and DISOs for consultation, guidance, or support.

This morning, I held a press briefing at Uganda's Media Centre regarding the 37th Heroes' celebrations arrangements.
On the 9th of June 2026, Uganda is scheduled to hold celebrations marking the 37th Heroes' Day Anniversary at State House Entebbe in a scientific manner.
The implication is that there won't be a public gathering in some specific venue as it has been in the previous years. The change in the nature of our commemoration has been due to the fact that the country is observing strict Standard Operating Procedures (SOPs) due to the Ebola pandemic.
Rationale for the virtual celebrations: As you may recall, on 16th May 2026, H.E. the President of the Republic of Uganda, after consultation with the National Epidemic Response Task Force and religious leaders, decided to postpone the much-anticipated
Annual Uganda Martyrs' Pilgrimage due to the Ebola outbreak in the Democratic Republic of Congo. This is on account that Uganda receives thousands of pilgrims annually from Eastern Congo. which is currently experiencing an Ebola outbreak; hence the need to safeguard everyone's life.
Subsequently, on 17th May 2026, the Director-General of the World Health Organization (WHO) also declared the Ebola outbreak in the Democratic Republic of Congo and Uganda and that it constitutes a Public Health Emergency of International Concern (PHEIC).
As you may notice, the Heroes Day celebrations fall only 6 (six) days after the Uganda Martyrs Day of 3rd June; it thus makes sense to assume that it may not be possible to congregate Ugandans at Kololo on 9th June 2026.
Since the 37th Heroes' Day Anniversary Celebrations fall immediately after a successful function of the swearing-in and inaugural ceremonies of the president-elect; the National Organising Committee has decided to maintain the theme of the swearing-in at the 37th Heroes' Day Celebrations: "Protecting the Gains as we make a Qualitative Leap into High Middle-Income Status."
H.E. President Yoweri Museveni @KagutaMuseveni will officiate at the function and will be joined by less than twenty-five (25) guests, chosen from the three Arms of government, religious leaders and representatives from the Luwero Triangle Veteran Association. The rest of the country will receive the President's message via the national broadcaster, the UBC, and other broadcasters that have national audiences.
Thanksgiving prayers shall be held throughout the country to commemorate this auspicious day. I call upon all Ugandans to attend these prayers in your respective places of worship on the designated dates as follows:
Friday 5th June, 2026: Prayers in all mosques; Saturday 6th June, 2026: Prayers in all Seventh Day Adventist Churches and Sunday 7th June, 2026: Prayers in all the other churches.
At the moment, we have not yet received any indications of state visitors to grace the occasion. I will brief the country on this matter as new developments unfold.
As the government takes charge of managing the Ebola pandemic, I urge all Ugandans to follow the Standard Operating Procedures (SOPs) to combat the spread of Ebola Virus Disease (EVD). Regularly wash your hands with clean running water and soap, or use alcohol-based hand sanitisers. Avoid touching bodily fluids (blood, saliva, sweat, vomit) and surfaces.
The Heroes' Day remains a public holiday.
