The 2024–2026 Immigration Levels Plan projected that Canada would welcome 6,000 permanent residents through the federal business immigration programs in 2026.
During planning for the 2025–2027 Immigration Levels Plan, internal government documents show that officials expressed concern that reducing this target to 5,000 could harm the program.
Instead, the final 2026–2028 Immigration Levels Plan reduced the target to just 500 admissions in 2026, a more than 90% decrease from the previous plan. The target remains at 500 for both 2027 and 2028.
