دنیا ایک مجرمانہ خاموشی کے ساتھ تماشا دیکھ رہی ہے؛ بلوچستان کے نام سے ایک وسیع اور قدیم سرزمین، جو ایک غیرت مند قوم کا آبائی وطن ہے، آج غاصبوں کے بھاری بوٹوں تلے پامال ہو رہی ہے اور ایک منظم اور منصوبہ بند نسل کشی کے چنگل میں تڑپ رہی ہے۔ اس مٹی کی دولت لوٹی جا رہی ہے، جبکہ اس کے اصل مالکان کا خون مسلط کردہ سرحدوں کو سرخ کر رہا ہے۔
دنیا کے بیدار ضمیروں کو درج ذیل لرزہ خیز حقائق کا علم ہونا چاہیے:
۱۔ سفید دہشت گردی اور لاپتہ افراد (انسانیت کے خلاف جرم)
اغوا اور لاپتہ کرنے کی پالیسی: پاکستان کے زیرِ قبضہ بلوچستان میں، فوجی ڈیتھ اسکوادز بلوچ دانشوروں، طالب علموں، ڈاکٹروں اور اساتذہ کو ان کے خاندانوں کی گود سے اغوا کر رہے ہیں۔ ہزاروں مائیں برسوں سے دروازے پر نظریں جمائے بیٹھی ہیں، یہ جانے بغیر کہ ان کے لختِ جگر کس عقوبت خانے میں تشدد کا نشانہ بن رہے ہیں یا انہیں گمنام اجتماعی قبروں میں دفن کر دیا گیا ہے۔
پھانسی کی مشین اور کفیلوں کے سروں پر گولیاں: بلوچستان کے مغربی حصے میں (جو ایران کے زیرِ تسلط ہے)، پھانسی کے فندے ہر ہفتے بلوچ نوجوانوں کا مقدر بنتے ہیں۔ اس سے بھی زیادہ لرزہ خیز بات فوجی اداروں کی جانب سے "سوخت بر" (سرحدی ایندھن لے جانے والے) نوجوانوں کے سروں اور سینوں پر براہِ راست اور ٹارگٹڈ فائرنگ ہے؛ وہ نوجوان جن کا جرم صرف بھوک سے بچنا اور مسلط کردہ سرحدوں پر اپنے خاندان کے لیے دو وقت کی روٹی کمانا ہے۔
۲۔ ثقافتی اپارتھائیڈ اور شناخت کی دہشت گردی
بلوچ ناموں پر پابندی: غاصب اس قوم کے اصل ناموں سے بھی خوفزدہ ہیں۔ نادرہ اور سول رجسٹریشن کے دفاتر میں بلوچ والدین کو یہ حق حاصل نہیں ہے کہ وہ اپنے بچوں کے تاریخی اور شناختی بلوچ نام رکھ سکیں۔ وہ بلوچ کا نام جڑ سے مٹانا چاہتے ہیں۔
جغرافیائی یادداشت کو مٹانا: بلوچستان کے شہروں اور دیہاتوں کے قدیم نام، جو اس قوم کا ہزاروں سال پرانا شناختی کارڈ ہیں، حکمناموں کے ذریعے تبدیل کیے جا رہے ہیں تاکہ لوگوں کا اپنی آبائی مٹی سے تاریخی رشتہ کاٹا جا سکے اور آنے والی نسلیں بھول جائیں کہ اس جغرافیے کے اصل مالکان کون تھے۔
۳۔ دنیا کے خزانوں کے دارالحکومت میں منظم غربت
خزانے اور جھونپڑی کا تضاد: بلوچستان سونے اور تانبے (ریکوڈک اور سیندک) جیسے عظیم معدنی ذخائر اور سٹریٹجک ساحلوں (گوادر اور چابہار) کے لحاظ سے دنیا کی امیر ترین سرزمینوں میں سے ایک ہے۔ لیکن اس تمام دولت میں سے ایک بلوچ بچے کا حصہ ٹوٹی ہوئی جھونپڑیوں والے اسکولوں میں پڑھنا، ننگے پاؤں رہنا اور غذائی قلت ہے۔ بلوچستان کی دولت لوٹ کر غاصبوں کے بڑے شہروں کی عیاشی اور فوجی بجٹ پورا کیا جاتا ہے۔
پانی اور علاج سے جان بوجھ کر محرومی: اکیسویں صدی میں بلوچ ماؤں کو ایک گیلن پینے کے پانی کے لیے میلوں پیدل چلنا پڑتا ہے اور بچے آلودہ جوہڑوں میں ڈوب کر مر جاتے ہیں۔ ہسپتالوں اور ڈاکٹروں کی عدم دستیابی کے باعث بلوچستان میں معمولی بیماریاں اور زچگی انسانی جان لے لیتی ہے۔ یہ قدرتی موت نہیں، یہ ایک ساختیاتی قتلِ عام ہے۔
۴۔ حق پرستی اور آزادی کی آواز
بلوچ قوم نے کبھی تسلیمِ خم نہیں کیا۔ جدوجہد، وسیع سول احتجاج (جیسے بلوچ خواتین اور شہداء کے خاندانوں کے عظیم دھرنے اور لانگ مارچ) اور قومی مزاحمت، یہ سب اس قوم کے فولادی عزم کو ظاہر کرتے ہیں کہ وہ غصب اور استعمار کا خاتمہ کرے اور اپنی مادری سرزمین پر حقِ خودارادیت حاصل کرے۔

پروفیسر صبا دشتیاری ایک ایسی شعوری، فکری اور علمی آواز تھے جو ہمیشہ بلوچستان کے حقوق، قومی شناخت اور اجتماعی شعور کے لیے گونجتی رہی۔ صبا محض ایک فرد کا نام نہیں تھے، بلکہ وہ ایک فکر، ایک نظریہ اور ایک تعمیری کردار کی علامت تھے۔ انہوں نے اپنی پوری زندگی بلوچ قوم کی فکری، علمی اور سیاسی آگہی کے فروغ کے لیے وقف کر رکھی تھی۔

بلوچستان میں جاری بلوچ نسل کشی اور انسانی حقوق کی خلاف ورزیوں کے خلاف وہ نہ صرف ایک مؤثر اور توانا آواز تھے بلکہ ایک روشن چراغ کی مانند تھے جو نوجوان نسل کو شعور، آگہی اور فکری بیداری کی راہ دکھا رہے تھے۔ ان کی گفتگو، تحریر اور تدریس بلوچ سماج میں شعوری ارتقا اور فکری بالیدگی کا ایک اہم ذریعہ تھیں۔

بلوچستان یونیورسٹی میں ایک مخصوص مقام، جو “او پی ڈی” کے نام سے جانا جاتا تھا، پروفیسر صبا دشتیاری کی فکری اور علمی سرگرمیوں کا مرکز بن چکا تھا۔ وہاں وہ صرف لیکچر نہیں دیتے تھے بلکہ نوجوانوں کے ساتھ مکالمے اور مباحثے کے ذریعے انہیں تاریخ، سیاست، ادب، ثقافت اور قومی شعور سے روشناس کراتے تھے۔ وہ جبر، محکومی اور فکری جمود پر مبنی اس ذہنیت کو مسلسل چیلنج کرتے تھے جو معاشرے پر مسلط کی گئی تھی، اور نوجوانوں میں تنقیدی سوچ، خود اعتمادی، اجتماعی ذمہ داری اور قومی شعور کو پروان چڑھانے کی کوشش کرتے تھے۔
پروفیسر صبا دشتیاری کا یقین تھا کہ علم، شعور اور فکری بیداری ہی وہ قوتیں ہیں جو ایک قوم کو اپنے حقوق کے حصول اور اپنی شناخت کے تحفظ کے لیے منظم اور مضبوط بنا سکتی ہیں۔ اسی لیے انہوں نے تعلیم اور آگہی کو اپنی جدوجہد کا بنیادی ستون بنایا۔
صبا دشتیاری کے اسی فکری جدوجہد سے خوفزدہ ہوکر 1 جون 2011 کو ریاست نے دن دہاڑے شہید کردیا۔
پروفیسر صبا دشتیاری کی شہادت بلوچ قوم کے لیے ایک عظیم نقصان تھی، مگر ان کی فکر، جدوجہد اور علمی ورثہ آج بھی زندہ ہے۔ ان کے خیالات اور تعلیمات آج بھی بلوچ نوجوانوں کے لیے رہنمائی کا ذریعہ ہیں اور انہیں اپنے قومی، سماجی اور فکری فرائض کا احساس دلاتی ہیں۔
پروفیسر صبا دشتیاری کا نام بلوچستان کی تاریخ میں ایک ایسے دانشور اور استاد کے طور پر یاد رکھا جائے گا جس نے علم اور شعور کو مزاحمت اور بیداری کا ہتھیار بنایا، اور اپنی قوم کی فکری رہنمائی کا فریضہ آخری سانس تک نبھایا۔ ان کی زندگی اور جدوجہد آنے والی نسلوں کے لیے شعور، استقامت اور فکری وابستگی کی ایک روشن مثال رہے گی۔
