The French Ambassador to Yemen Visits INSAF Center’s New Headquarters and Reviews Efforts of the “Online Justice for Women in Yemen” Project
Today, the French Ambassador to Yemen, Ms. @corm_kammoun , visited INSAF Center for Rights and Development at its new headquarters in Khor Maksar District – Aden, accompanied by Ms. Cécile Longé, Support Envoy and Cooperation Attaché at the French Embassy to Yemen.
The visit aimed to review the progress of the project “ Online Justice for Women in Yemen – Brave Women,” implemented by INSAF Center with the support of the French Embassy in Yemen. The project seeks to combat online blackmail and digital violence against women and girls, while raising awareness about women’s rights in the digital space.
During the visit, the Ambassador and Ms. Longé toured the Center’s departments and listened to a presentation from the project team on the implementation process and upcoming plans to expand awareness activities, provide legal and psychological support to affected women, and build the capacity of target groups in the fields of digital safety and combating online violence.
The meeting also touched on a training course held in the Arab Republic of Egypt, which included participants from the Center’s staff, judges, and academics. The course aimed to enhance knowledge of transitional justice mechanisms and exchange experiences in the field of women’s rights protection.
Furthermore, the discussion highlighted the hotline established by the Center to receive reports and consultations related to online blackmail and digital violence, as well as the monitoring and evaluation mechanisms adopted by the Center to ensure effective and sustainable project outcomes.
The Ambassador was also introduced to “INSAF Space,” a digital platform launched by the Center as part of the project’s activities. The platform focuses on raising awareness through online content and podcasts, providing a safe space for discussion, and shedding light on real-life experiences of women facing online blackmail and digital abuse.
A fruitful discussion followed on the project’s significance in protecting women from digital crimes and promoting a culture of digital safety in society, in addition to the role of digital media in raising awareness and advocating for rights.
For her part, Ambassador Catherine Corm-Kammoun expressed her appreciation for the efforts of INSAF Center in addressing women’s issues and combating online violence, emphasizing the importance of continuing partnerships that support such human rights initiatives, which contribute to women’s empowerment and community protection.
It is worth noting that the “Online Justice for Women” project includes several activities and initiatives, such as training workshops on digital security and media awareness campaigns aimed at spreading the culture of Online justice and enhancing women’s protection from increasing digital threats.

Insaf Participates in a National Workshop in Aden on the Protection of Children’s Rights
Insaf Center for Rights and Development participated in the national workshop organized by the Yemeni Coalition to Monitor Human Rights Violations (Rasd Coalition), in partnership with the DT Institute, and in coordination and cooperation with the Joint Government Technical Committee for the Prevention of Child Recruitment and the Justice for Yemen Coalition. The workshop was titled:
“Child Protection in Yemen: Current Challenges and a Roadmap for Practical Solutions,” and was held within the framework of the SAFE II program.
The workshop took place over two days, 17–18 December, in the city of Aden, with the participation of more than 60 participants, including representatives of governmental bodies and local and international civil society organizations.
Insaf Center was represented at the workshop by Mr. Saleem Al-Aghbari, Programs Director at the Center, who presented a working paper entitled:
“Grave Violations Against Marginalized and Displaced Children in Yemen.”
In his presentation, he reviewed the reality of violations faced by children in the context of the conflict, with a particular focus on the most vulnerable groups, the challenges related to protection and accountability, and the importance of adopting practical solutions that take into account humanitarian and human-rights dimensions.
During his intervention, Al-Aghbari emphasized the need to strengthen coordination between governmental entities and civil society organizations, and to link legal accountability with psychosocial rehabilitation and reintegration programs, in a way that contributes to protecting children, safeguarding their rights, and mitigating the impacts of the armed conflict on them.
Insaf Center’s participation comes within the framework of its ongoing efforts to defend children’s rights and to actively contribute to the development of a national roadmap and practical recommendations that strengthen the protection system and support national and international efforts to ensure a safer future for children in Yemen.

Aden Security Directorate Signs Memorandum of Understanding with Insaf Center for Rights and Development
Aden – Monday, January 5, 2026
The Aden Governorate Security Directorate has signed today a Memorandum of Understanding (MoU) with Insaf Center for Rights and Development. The agreement aims to formalize cooperation and coordination in areas including supporting law enforcement, protecting human rights, and building institutional capacities to address modern security challenges.
The MoU specifically seeks to enhance the efficiency and professionalism of security personnel, intensify efforts to uphold the rule of law, and strengthen institutional capabilities, particularly in combating cybercrime.
In this context, Major General Mutahar Al-Sha’ibi welcomed the efforts led by the Insaf Center for Rights and Development to empower institutions and support law enforcement. He emphasized the importance of partnership with civil society organizations, noting that such collaboration contributes to improving institutional performance and reinforcing the principles of the rule of law and human rights protection.
For his part, Mr. Saleem Al-Aghbari, Programs and Projects Manager at the Insaf Center for Rights and Development, has expressed the Center’s pride in this partnership, affirming that the MoU represents a practical step toward strengthening constructive cooperation with security agencies. He stated:
“We believe that joint action and synergy between official institutions and civil society organizations is the optimal path to enhancing community security, supporting law enforcement, and building institutional capacities capable of responding to security challenges while ensuring respect for human rights and the rule of law.”
This MoU is part of broader efforts to strengthen partnerships between official institutions and civil society organizations, contributing to the reinforcement of the community security framework and promoting complementary roles between both sides in service of the public interest.

Launch of a Training Course for Aden Security Officers on Psychological and Legal Support in Cybercrime Cases
In the interim capital Aden, a specialized training course was launched on psychological and legal support in investigations related to cybercrimes, particularly electronic blackmail. The course targets officers of the Aden Security Administration and is being implemented as part of the project “Online Justice for Women in Yemen: Brave Women.”
The training is held from February 8 to 12, 2026, and is organized by the INSAF Center for Rights and Development with funding from the French Embassy in Yemen. It aims to enhance the capacities of security personnel in professionally and legally handling cybercrime cases, especially those targeting women and girls.
During the opening session, representatives of the INSAF Center for Rights and Development emphasized the importance of building the capacities of security cadres in digital investigation fields and in dealing with victims from a psychological and humanitarian perspective. This approach is intended to ensure appropriate protection and support for women exposed to electronic blackmail and other forms of online crimes.
The first day of the training was dedicated to discussing “An Introduction to Cyber and Digital Security in Support of Investigations,” where participants were introduced to the basics of the digital environment, patterns of cybercrimes, and the importance of data protection during investigation procedures.
Throughout the training days, participants will gain in-depth knowledge of the legal framework governing cybercrimes—especially electronic blackmail—along with investigation procedures, methods for collecting digital evidence, and mechanisms for dealing with victims of cybercrimes. The course will also cover techniques for providing initial psychological support and enhancing the integration of roles among security, legal, and community actors to ensure a comprehensive and effective response to such cases.
The training is attended by a number of male and female officers from the Aden Security Administration. The program seeks to improve the security response to cybercrime cases and to strengthen cooperation between security institutions and civil society in protecting women from digital violence.
This activity comes within the framework of the “Brave Women” project’s efforts to support women’s access to justice in Yemen, develop legal protection mechanisms, and enhance the role of law enforcement institutions in combating electronic blackmail and digital crimes.
At the conclusion of the opening session, participants expressed their appreciation for this qualitative initiative, affirming that such programs directly contribute to improving security performance, building a safer environment for women in the digital space, and strengthening public trust in law enforcement institutions.
Insaf Center for Rights and Development concluded on the date Thursday, 12 February 2026, a specialized training course on “Psychological and Legal Support,” targeting officers of the Aden Security Administration. The five-day training was held in the interim capital, Aden, from 8–12 February 2026.
The course was conducted as part of the project “E-Justice for Women in Yemen,” implemented by the Center with funding from the French Embassy in Yemen. It aimed to strengthen the capacity of security authorities in handling women’s cases through an approach that takes into account both psychological and legal considerations.
A number of officers from the Aden Security Administration participated in the training, receiving intensive sessions on mechanisms for providing psychological first aid to survivors, the required legal procedures in cases of violence against women, and an introduction to the e-justice system and its role in facilitating women’s access to justice services.
Salim Al-Aghbari, Programs and Projects Manager, affirmed the Center’s continued commitment to implementing programs aimed at building the capacities of official and community institutions in ways that contribute to protecting women’s rights and achieving justice. He also praised the ongoing support of the French Embassy for the Center’s developmental and human rights projects in Yemen.
At the conclusion of the course, participants commended the training content and the performance of the trainers, emphasizing the importance of these outcomes in improving their field performance and enhancing a safer environment for women in the governorate.
Participants also expressed their appreciation for the initiative, highlighting its relevance to their fieldwork. They reaffirmed their commitment to applying the knowledge gained in their daily practices within police stations and security institutions across the governorate, stressing that equipping the security system with “psychological support” skills is no less important than legal enforcement in ensuring a safe and equitable environment for Yemeni women.

Conclusion of the Specialized Training to Strengthen NGOs Response to Online Blackmail Cases Held in Aden
@Insaf Center for Rights and Development concluded today in #Aden the activities of a specialized training on #Psychosocial_Support and legal assistance for NGOs, under the program “Strengthening the Response of #NGOs to #Online_Blackmail Cases. ” The training was implemented the project “E-Justice for Women in #Yemen (Brave Women),” funded by #French_Government, during the period from April 12 to April 14, 2026.
Over the course of three days, the training brought together 20 participants representing NGOs, focusing on #Capacity_Building in addressing online blackmail cases and enhancing their skills in providing #Psychosocial_Support and legal assistance to victims. This contributes to improving response mechanisms to these #growing_issues, particularly among women and #girls.
On the final day, the #training sessions intensively addressed the psychological impact of cybercrimes on victims and the specific needs of targeted groups, in addition to #Interview_Skills and common mistakes in handling cases. مركز إنصاف يشارك في ورشة تشاورية لاستعراض إحدى مسودات قانون مكافحة الجرائم الإلكترونية
شارك مركز إنصاف للحقوق والتنمية الاسبوع الماضي في الورشة التشاورية الخاصة باستعراض مسودة قانون مكافحة الجرائم الإلكترونية، والتي نظمتها وزارة الشؤون القانونية بالتعاون مع منظمة سيفرورلد، خلال الفترة من 30 يونيو إلى 1 يوليو، في فندق كورال – قاعة شبام بمدينة عدن، بمشاركة ممثلين عن مؤسسات المجتمع المدني وعدد من الجهات المعنية.
وهدفت الورشة إلى استعراض ومناقشة مسودة قانون مكافحة الجرائم الإلكترونية التي أعدتها مجموعة فنية متعددة الجهات، وإتاحة المجال أمام منظمات المجتمع المدني لتقديم ملاحظاتها ومقترحاتها بشأن أحكام المسودة ومضامينها القانونية، بما يسهم في تطوير إطار تشريعي أكثر فعالية لمواجهة الجرائم الإلكترونية والتحديات المرتبطة بالفضاء الرقمي.
ومثل مركز إنصاف للحقوق والتنمية في أعمال الورشة مدير البرامج والمشاريع الأستاذ سليم الأغبري، حيث شارك في جلسات النقاش والمراجعة الفنية للمسودة، إلى جانب ممثلي المنظمات والجهات المشاركة.
وأكد المشاركون أهمية تطوير تشريعات وطنية حديثة تواكب التحولات الرقمية المتسارعة، وتوفر الحماية القانونية اللازمة من الجرائم الإلكترونية، مع ضمان احترام الحقوق والحريات الأساسية، وفي مقدمتها الحق في الخصوصية وحرية التعبير والوصول إلى المعلومات.
وتأتي هذه المسودة كواحدة من المسودات والمقترحات التشريعية التي قدمتها منظمات المجتمع المدني والجهات الفنية المختصة للجهات ذات الاختصاص خلال الفترة الماضية، للاستفادة منها والاسترشاد بمضامينها عند إعداد وتطوير التشريعات الوطنية ذات الصلة بمكافحة الجرائم الإلكترونية وتعزيز الأمن الرقمي.
وتندرج مشاركة مركز إنصاف في هذه الورشة ضمن جهوده المستمرة للإسهام في تطوير السياسات والتشريعات المرتبطة بالحقوق الرقمية والأمن الرقمي، وتعزيز الشراكة بين مؤسسات المجتمع المدني والجهات الحكومية بما يخدم بناء بيئة رقمية أكثر أماناً وعدالة للجميع.
As a member of the Abaad hub, Insaf Center for Rights and Development participated in the participatory workshop on enhancing advocacy and influence skills in women's protection, peace, and development issues. The workshop was organized by Oxfam in partnership with the Abaad hub and supported by the European Union in the city of Aden.
The center was represented at the workshop by the Programs and Projects Manager, Mr. Saleem Al-Aghbari, who participated alongside representatives of women's rights organizations, civil society organizations, and stakeholders in discussing ways to develop advocacy and influence tools, and to translate the outcomes of community dialogues into practical messages and action plans that respond to the priorities of women and girls in the targeted governorates.
The workshop addressed a number of topics related to preparing advocacy campaigns, drafting evidence-based messages, stakeholder analysis, influencing decision-makers, as well as preparing policy briefs and developing communication and influence strategies.
Insaf Center for Rights and Development emphasizes the importance of these initiatives in enhancing the capacities of civil society organizations and women's rights organizations to lead effective advocacy efforts and to convey the voices of women and most affected groups to decision-making circles, thereby contributing to enhancing protection, justice, and inclusive participation in peace and development processes.
