Israel is withholding around 1,700 Palestinian bodies for potential future prisoner swaps, despite Hamas holding no Israeli hostages, according to Haaretz.

Security discussions reportedly showed that Shin Bet chief David Zini and the Israeli military support the policy, while legal experts have questioned its legality.

The practice follows earlier disclosures, including an October 2025 report by the Palestinian National Campaign for the Retrieval of Martyrs’ Bodies, which documented around 1,500 withheld bodies at the Sde Teiman military facility. The practice continues despite a so-called ceasefire in Gaza.

The Commission of Detainees and Ex Detainees Affairs reported the killing of Palestinian detainee Ihab Mohammad Diab, 36, from the Gaza Strip, inside Israeli prisons. He had been detained since December 12, 2023.

The Commission warned that the Israeli occupation continues its policy of torture, abuse, and medical neglect inside its prisons and detention centers, stressing that these practices have led to the deaths of dozens of detainees, particularly those from the Gaza Strip.

Israel is holding 9,400 detainees, including 94 women detainees, 350 children, and 3,244 administrative detainees held without charge. They are detained under inhumane conditions and subjected to systematic repression and torture.
