As this system continues through the Oh Valley with rain and then into central Appalachia some areas may have enough COLD on early Tuesday for some ICE at the onset which will change to rain quickly that day. By late Tuesday as precip shield enter eastern NY and New England enough COLD air remains for a SNOW to rain scenario. The exception will be northern VT, NH and Maine where it could stay all snow likely with warning criteria. Later Wednesday looks dynamic over New England as coastal low pressure takes over with the potential of HVY RAIN into Boston/Portland hubs coupled with busy pre -Thanksgiving flight schedule.
