U.S. citizenship is not a souvenir for crossing the border.

It is membership in a Constitutional Republic.

If birth on U.S. soil creates citizenship even when neither parent is a citizen or lawful permanent resident, every adversary understands the incentive.

Citizenship policy is national security policy.

It appears to constitutionalize the rule.

That means the next fight has to be honest:

Record: Kavanaugh wrote the EO violated §1401(a), not the 14th Amendment - and Congress could amend the statute to create exceptions.

The Court didn’t end the fight. It moved it to Congress.
