A £7.4 billion tax on graduates is hidden in the scorecard.
They will pay more income tax AND have to repay more on their loans.
The second biggest tax increase in the budget - snuck out in the fine print.
Rachel Reeves just picked the pockets of graduates to the tune of £5.6 billion.
Buried in today's Budget is a freeze on student loan repayment thresholds until 2031.
No announcement. No debate. Just a quiet raid on young people's pay packets.
The OBR estimates this will raise £5.6 billion from graduates over the long term.
Here's how it works.
If you graduated after 2023, you pay a 9% student loan repayment tax on everything you earn over £25,000.
For those who graduated between 2012 and 2023, it's 9% on anything over £28,470. But after today's announcement, that repayment threshold is now frozen for six years.
That matters because wages tend to go up with inflation. However, thresholds now don't. So every year, more of your salary crosses the line — and more gets taken.
You're not earning more in inflation-adjusted terms. But you're paying more anyway.
By the end of the decade, every graduate earning the minimum wage will be making student loan repayments.
Now let's talk about what this actually means for marginal tax rates (i.e. what you pay on each additional £ you earn).
A graduate on minimum wage? 37% marginal tax rate when you factor in student loan repayments.
A graduate who lands a £50k job? 51%.
Someone who climbs the ladder and hits £100k? 71%.
This is what we're telling young people: work hard at school, get good grades, go to university, get a graduate job, climb the ladder — and we'll tax you so heavily you'll struggle to ever build wealth.
Meanwhile, the triple lock is protected — costing £15.5bn a year by the end of the decade. Wealthier pensioners will continue receiving cash transfers from the pockets of graduates.
The tax system is broken. And it's killing social mobility.
