HRCB is deeply alarmed by Amnesty International’s findings, which reveal that mass surveillance in Pakistan is enabling widespread repression. In Balochistan, this has directly contributed to 926 enforced disappearances and 150 extrajudicial killings from January to July 2025 alone, targeting activists, journalists, and civilians.

These surveillance tools are supplied by corporations from China, the US, France, Canada, Germany, and the UAE, with no meaningful safeguards to prevent abuse.

HRCB demands that these corporations and the governments overseeing them be held fully accountable for facilitating crimes against humanity. The international community must act urgently to stop mass surveillance and protect the rights and lives of the people of Balochistan.

On August 4, security forces abducted Sanjar Sadiq, an MPhil scholar at UET Lahore, from his home in Tump while he was on vacation. His whereabouts remain unknown.

This is part of a systematic campaign to silence educated Baloch youth.

We demand his immediate and safe release.

We express deep concern over the enforced disappearance of Hakeem Ali, son of Fazal, a 26-year-old advocate from Washuk, Panjgur. Personnel of the Counter-Terrorism Department abducted him on 24 July 2025 from Brewery Road, Quetta. The abduction took place after a violent house raid at around 2:30 AM. Forces stormed his residence and destroyed household belongings.

It is deeply alarming that a practicing advocate has been abducted without any legal warrant or due process. This incident reflects a dangerous pattern of targeting legal professionals in Balochistan. Earlier, personnel abducted Chief Attaullah, another advocate, in Mastung and held him incommunicado for four days. In April, forces raided the house of advocate Israr. He represents the Baloch Yakjehti Committee in court. His home was ransacked, and household items and books were deliberately shattered.

These incidents show a clear disregard for legal norms and the safety of those working within the justice system. HRCB demands the immediate and safe release of Hakeem Ali and calls on the authorities to end the culture of impunity surrounding enforced disappearances.

15 Days of Unlawful Detention of Dr. Mahrang Baloch and Others Following Expiry of 3MPO

Dr. Mahrang Baloch, head of the Baloch Yakjehti Committee (BYC), along with other BYC leaders, remains in custody despite the expiration of the three-month detention period under Section 3 of the Maintenance of Public Order (3MPO) on June 22, 2025.

For the past 15 days, they have been held without any legal authority, judicial oversight, or formal explanation—constituting a clear violation of Article 9 of Pakistan’s Constitution and international human rights obligations. Their continued incarceration amounts to arbitrary and unlawful detention.

We demand their immediate and unconditional release and call for legal accountability for those responsible for this ongoing violation of fundamental rights.

Adeel Iqbal, a resident of Apsar in Turbat, was forcibly disappeared by the Frontier Corps on March 8, 2023, from the Turbat area of district Kech. After spending 363 days in the custody of security forces, he was eventually released on March 5, 2024.

Today, on June 23, 2025, Adeel was shot dead by unidentified armed men near Park Hotel in Turbat.

This marks the fifth such case in 2025 where a previously disappeared and later released individual has been targeted and killed. Before Adeel, Zakaria, Ehsan Shokat, and Muslim Baloch met similar fates. Niaz Baloch, another formerly disappeared individual, survived a targeted attack earlier this year in Gwadar district.

The Human Rights Council of Balochistan expresses deep concern over this growing pattern of post-release targeting. These attacks reflect a dangerous climate of impunity and pose a grave threat to individuals who have already endured unlawful detention, torture, and psychological trauma at the hands of security forces.

Adeel, son of Master Iqbal and a resident of Absar, Turbat in Kech district, was extrajudicially killed this morning at 11:00 AM by state-backed death squad near Park Hotel in Turbat.

Adeel was a former victim of enforced disappearance, abducted by Pakistani security forces on 8 March 2023. His disappearance sparked a prolonged sit-in protest by his family at D-Baloch in Turbat, lasting over 20 days. Later, they joined the sit-in organized by the Baloch Yakjehti Committee (BYC) at Fida Chowk, following the extrajudicial killing of Balach Mola Baksh by the Counter-Terrorism Department (CTD).

As BYC prepared for its long march against the ongoing Baloch genocide, Adeel’s family was among those ready to participate. However, the night before the march, they reportedly faced threats and pressure from state-linked individuals forcing them not to join. Adeel was eventually released on 5 March 2024, after nearly a year of disappearance.

Adeel’s killing is part of a growing pattern in which formerly disappeared Baloch youth are later targeted and executed.

The Baloch Yakjehti Committee (BYC) expresses deep concern over the reported custodial killings of Safaullah, son of Mullah Bakhsh, and Shahjahan — both residents of Absar Bunday Kalat, District Kech.

According to their families, Safaullah was forcibly disappeared on April 20, 2025. On April 23, his family submitted a formal application to the office of the Deputy Commissioner (DC) Kech seeking information regarding his whereabouts, but received no response. On June 13, when they once again approached the DC office, they were informed that Safaullah had been killed in an alleged armed encounter on April 29 and that his body had already been buried. The location of the grave was not disclosed.

Shahjahan was reportedly detained by security forces on April 14, 2025. His family had received no information regarding his fate for nearly two months. On June 13, they were similarly informed that he had been killed in an alleged encounter and buried, without any prior notification to the family or disclosure of the burial site.

Both families categorically reject the official narrative of armed encounters, stating that their loved ones were in state custody following enforced disappearances and were killed extrajudicially.

The families, along with local residents, are currently holding a peaceful protest outside the Deputy Commissioner’s office in Turbat. They are demanding to be shown the graves of their loved ones and seeking answers surrounding the circumstances of the deaths.

The Baloch Yakjehti Committee (BYC) stands in solidarity with the families and reiterates the need for transparency and accountability in all cases involving enforced disappearances and custodial killings in Balochistan.

Two Months of Dr. Mahrang’s Illegal Detention Completed

It has now been two months since the illegal arrest and detention of Dr. Mahrang Baloch, organizer of the Baloch Yakjehti Committee, along with BYC leadership.

Yesterday, a two-member bench of the Balochistan High Court, comprising Justice Muhammad Amir Nawaz Rana and Justice Muhammad Ijaz Swati, dismissed the case of Dr. Mahrang Baloch and other BYC leadership under pressure from state intelligence agencies.

This bench held several hearings over the past two months. During these hearings, the state’s legal representatives failed to present any acceptable evidence or argument. However, instead of ruling according to the constitution and the law, the judges employed delaying tactics and continuously postponed the case without justification. The verdict was reserved ten days ago, and after repeated delays, the case was dismissed yesterday.

The dismissal of the case against Dr. Mahrang and her associates is not only an acknowledgment of the weaknesses in Pakistan’s judicial system, but it also demonstrates that the state is not only attempting to suppress human rights activists through force and violence but is also using the law and the judiciary as tools against them.

We appeal to human rights organizations and the United Nations to help secure the release of Dr. Mahrang and the leadership of the BYC.
