Convictions: All hype, no justice – CBI fails Indian youth
Yesterday, I wrote about the scale of exam fraud in India: 220 documented cases since 2005 with 87 cancellations, impacting 9-10 crore students.
But cancellation is only one part of the story. The bigger question is whether the people who leaked papers, manipulated results, sold ranks, ran solver gangs, or enabled fraud were actually punished.
And that’s exactly what should infuriate you.
1. Convictions - Students punished, not the accused
Let’s understand in how many cases was there was some punishment (conviction) given.
Across the 220 cases, we were able to find only 12 documented convictions before 2015, and exactly 1 verified conviction after 2015.
1 conviction in post-2015 cases, out of a total 148!
Post-2015, only the Haryana Judicial Services 2017 case, decided by a Delhi court in 2024 saw the accused being punished. And that’s it.
India passed stricter anti-leak laws, created SITs, handed cases to central agencies, and repeatedly promised “strict action”. But in reality, only one out of 148 saw some punishment.
Let that sink in.
2. CBI and ED: High drama, Negligible action
The CBI was involved in at least 17 post-2015 exam fraud cases, including SSC CGL 2017, JEE Main 2021, NEET-UG 2024, UGC-NET 2024, UKSSSC Group-C 2025, WB SSC 2016, HP Police Constable 2022, CG PSC 2020, Army CEE 2017, AP APPSC 2022, etc.
But how many cases got actual punishment? ZERO!
The ED was involved in at least 11 post-2015 exam fraud cases, including UP Police Constable 2024, UPPSC RO/ARO 2024, REET 2021, Karnataka PSI 2021, HPSC HCS 2021, HPSC Dental Surgeon 2021, NHM Staff Nurse MP 2023, UKSSSC Graduate-Level 2021 and WB SSC 2016, etc.
But how many cases got actual punishment? ZERO!
A CBI probe sounds serious. An ED attachment sounds serious. But for students, the only meaningful endpoint is punishment.
Before 2014, the CBI produced convictions in cases like RRB Mumbai 2010, CRPF Constable 2009, Navy LDC 2010 and multiple Vyapam sub-cases. But in post-2015 exam fraud investigations, the CBI’s documented conviction record is zero.
3. NEET-UG 2024: CBI’s failure summed up
NEET-UG 2024 should have become the turning point. The leak was linked to the Hazaribagh/Patna cluster. Public data documents around 155 beneficiaries, 45 arrests, and 5 CBI chargesheets. Every media channel reported CBI in action.
Yet the CBI missed the statutory 90-day chargesheet deadline against the alleged ringleader.
The alleged ringleader got default bail.
And this was not isolated. In our tracking of the NEET-UG 2024 case, out of 31 arrested accused whose bail status we could track, all but 2 got bail.
Students lived with uncertainty, court hearings, re-test fears and damaged trust in the country’s biggest medical entrance exam. The accused moved through arrest, custody, bail and pending trial.
4. UGC-NET 2024: 11 lakh+ candidates displaced over a doctored screenshot
UGC-NET 2024 shows the other side of the same crisis. The exam was cancelled on 19 June 2024, one day after it was held. Over 11 lakh registered candidates were displaced.
But what happened next should shock you!
The CBI filed a closure report. The reason: the supposed leak evidence was a doctored screenshot. CBI claimed that the leak was a false alarm.
But if this was a false alarm, why was no action taken against those who raised it? How did everyone get away without accountability towards those 11 lakh students?
To sum up, India has built a system that can cancel exams, announce investigations and arrest accused, but ultimately fails to deliver justice.
Until India fixes conviction, exam reform is incomplete.
If the cost of leaking a paper is a long investigation and possible bail, while the cost of preparing honestly is losing years of your life, the system is not merely inefficient.

I was confident I could of played a major part this summer for my country after the season I’ve had. I’ve been left shocked and gutted by the decision.
I’ve loved nothing more than putting that shirt on and representing my country over the years.

4th Test 2010, England vs Pakistan and England were in all sorts of trouble with 102-7 in the first innings of the test match. Stuart Broad and Trott stitched a world record 332 runs partnership for the 8th wicket with Broad scoring 169, surpassing his father (Chris Broad)'s highest score of 162 while opening for England.
The partnership turned the entire match on its head and even Pakistan couldn't surpass Stuart Broad's individual score and ended up scoring 74 and 147 respectively in the 2nd and the 3rd innings ensuring England an easy win in the end.
