🚨The SAPS Crime Intelligence crisis has escalated, with multiple senior arrests following a major investigation by the Investigating Directorate Against Corruption (IDAC).

Those arrested (so far):
• Lt Gen Khumalo, Divisional Commissioner: Crime Intelligence
• Maj Gen Lushaba, CFO (re-arrested)
• Maj Gen Lekalakala, Gauteng Head: Crime Intelligence
• Maj Gen Madondo, Head of the Analysis Centre
• Maj Gen Gabela, SAPS Technology Services
• Brig Mokwele, Technical Support System Manager (at the centre of the scandal over a controversial appointment without policing experience)
• Brig Ncube, Head of the Vetting Office

Charges allegedly related to and include:

Corruption, defeating the ends of justice, perjury, looting of Crime Intelligence slush funds, irregular appointments, and abuse of recruitment processes.

Brigadier Mokwele’s appointment is central to this scandal. She previously worked in cybersecurity at BMW South Africa and was appointed as a brigadier, with an annual salary close to R1 million, despite having no policing experience.

The Democratic Alliance Spokesperson on State Security, Dianne Kohler Barnard MP, has undertaken a watching brief on this matter. In February, she wrote to the Inspector General of Intelligence after uncovering that Crime Intelligence allegedly spent R22.8 million on a questionable commercial property in Berea, Durban, and R22.7 million on a luxury boutique hotel in Pretoria North.

Both purchases were authorised by Maj Gen Lushaba as CFO and by Lt Gen Khumalo as Divisional Commissioner. These questionable deals appear to be just the tip of the iceberg threatening to sink Crime Intelligence entirely.

Just over 10 days ago, Maj Gen Lushaba handed himself over to police after it emerged that a sex worker had stolen his state-issued firearm and laptop. He subsequently lied about the incident, leading to his arrest.

More arrests of senior SAPS officials are expected.

It has also come to light that multiple dockets related to this corruption, including Mokwele’s appointment, had mysteriously disappeared. MP Fadiel Adams and private investigator Paul O’Sullivan reopened these cases in Gauteng, which were escalated to IDAC.

This marks the second wave of arrests within two weeks targeting SAPS Crime Intelligence leadership.

I welcome IDAC’s action to clean up the upper echelons of SAPS. It is long overdue. Cleaning up the top structures is the only way we will see real change on the ground. The Police Portfolio Committee stands ready to give its full support where necessary.

A full integrity audit, skills audit, lifestyle audits, and a comprehensive review of SAPS senior management are now non-negotiable.
