Ordinary South Africans buying even personal items abroad often have parcels delayed, flagged or confiscated at customs for far less. Yet we keep seeing large scale operations where goods worth millions are already in circulation before enforcement steps in. It raises a simple question: how is the system being applied so unevenly? Then the same foreigners turn around and tell South Africans we are lazy or not entrepreneurial enough. Some clarity on how compliance is actually enforced would go a long way, because from the outside it looks like a very uneven playing field.
