Every major company investing ₹5,000–₹50,000 crore in Odisha should be encouraged to establish its All India Shared Services / Finance / HR / IT / Procurement / Customer Support / Analytics Center in Bhubaneswar.

Imagine if companies like Tata Steel, JSW, Aditya Birla, Vedanta, Jindal, AMNS, NTPC, IOCL, HPCL, NALCO and others operated their national back offices from Odisha.

Thousands of white-collar jobs can be created without waiting for another manufacturing plant.

HDFC has established a 200-seat back-office/BPO facility in Bhubaneswar long ago, while companies like JSW have also set up back-office operations at iHub, Patia. This is exactly the direction Odisha should accelerate.

Semiconductor Investments in Odisha: 👇

1. RIR Power Electronics Ltd - Phase 1 facility already operational at Infovalley, Bhubaneswar.

2. SiCSem Pvt Ltd - Groundbreaking completed in November 2025 at Infovalley.

3. Heterogeneous Integration Packaging Solutions Pvt. Ltd. (HIPSPL) - India’s first 3D semiconductor packaging plant. Groundbreaking held on 19 April 2026.

4. TopTrack Hi-Tech PCB - MoU signed (September 2025) for advanced PCB manufacturing used in semiconductor packaging.

5. Sancode Technologies - MoU signed (September 2025) with Sancode Semi Pvt Ltd for semiconductor-related manufacturing. Land parcel has been identified for the same.

Semiconductor Ecosystem:
1. NaMo Semicon Lab, IIT Bhubaneswar Research Park - Innovation facility.
2. Odisha Semiconductor & ESDM Park, IIT Bhubaneswar - Upcoming 200-acre semiconductor and electronics hub.

The semiconductor ecosystem is steadily taking shape in Odisha.

Tata was one of the biggest betrayers up until 2000. They built their wealth for Tata Steel from the resources of Mayurbhanj, yet until 2000, they kept Odisha’s projects hanging. While they invested heavily in IISc Bangalore and other premier institutions across various states, the weak political leadership in Odisha lacked the guts to challenge them.

For India, Odisha became like Venezuela—rich in resources, yet impoverished.

Sancode Technologies is investing ₹1,650 crore to establish an Outsourced Semiconductor Assembly and Test (OSAT) facility in Khordha, Odisha and received 20 acers of land from @idco_odisha .
