What does "game design" mean?
You're talking about the constant, repetitive, and generic side ops needed to unlock the next part of the story, or that most of the game's narration is being done through cassettes, save for the handful of cutscenes?
Or Chapter 2's "new missions" being re-used, older missions, but simply harder?
That sounds like padding to me.
Why? Because the original back half of the game was cut/unfinished (a well-documented development issue).

"Freedom to approach missions how you want", pretty standard in a shitload of games, but I'll take it.
"Compelling story", arguably the weakest part of the game.
"Fun customization", meaning what?
And basically gameplay good, alright, that'd be a bummer, it is the only thing that keeps the game from being completely barebones, and is literally the ONLY reason the game is held in somewhat of a high regard.
Unfortunately, I think a "high quality title" should feature the "entire package", MGSV just doesn't, in any way, shape, or form.
Yes I understand playing for 250 hours and raiding the same old tired enemy basement is.... fun I guess, because of the plethora of ways to tackle missions, but that's about it.
High quantity does not equal "high quality".

It's a good thing I love movies AND video games.
I don't much care about the length of the cutscenes, I care about them being worthy of viewing and having meaning and substantiality.
As long as the final package is good enough, I don't care whether he calls it a "movie game" or a "walking simulator".
I mean, at this point this is Kojima's shtick, all his games blur the lines between movies and games.
Let's not forget the guy made the game that holds the Guinness World Record for the longest cutscene sequence in a game.
As he himself stated:

Whatever he cooks, I trust Kojima to deliver something worthy.
