The poem "Colossus" was written in 1883 to raise money to build the foundation then a bronze plaque was installed in 1903.
The poem does offer an invitation to join in the American Experiment not to leach off the labors of those who came before.
You are right, federal funds are for citizens and illegals cannot access those monies.
However, many states transfer those federal dollars to state programs which do support illegal aliens.

I was struck by your Peace sign on some of your YouTube posts.
I believed Winston Churchill originated the gesture, but a Belgian politician suggested it in January 1941.
Churchill began using the gesture a few months later, making it famous.
At first, he gestured with his knuckles out, not knowing the gesture was an insult in some English areas.
Churchill switched to palm forward thereafter.
In the 60's, hippies adopted it as a peace gesture with the palm facing out. The old "win the war" gesture was flipped to "end the war now" (Vietnam) by the growing counter culture.
Since you face your palm to your body when signaling Peace, that gesture is the British equivalent of our middle finger! LMAO
