While ordinary Russians are being pushed onto the state-backed Max messenger in the name of "digital sovereignty," Russian intelligence services continue using Telegram

As NEXTA has discovered, Telegram is still being actively used to recruit people for sabotage operations across Europe.

The scheme is well-established. Recruiters lure people with promises of easy money, gradually drawing them into criminal activity. It starts with harmless-looking tasks: put up a sticker, spray graffiti, take photos of a building. Then the assignments escalate — set a car on fire, install a camera near a military base, or carry out other acts of sabotage.

Payment is usually promised in cryptocurrency, but many recruits are simply ghosted after completing the job and never receive a cent. The main targets are people aged 18–21, migrants, those facing financial hardship, and even teenagers.

One person who spoke to NEXTA said he was drawn in step by step. When he tried to back out, the recruiters began threatening him.

The scale is alarming. Since 2022, Russian intelligence services have been linked to at least 151 confirmed hybrid attacks across Europe, primarily in Poland and the Baltic states. In Ukraine alone, more than 600 people — including minors — were detained between 2024 and May 2025 for carrying out tasks on behalf of Moscow. Those convicted face up to 10 years in prison.

If you receive any suspicious offers, the Polish ABW, Ukraine's SBU, and Lithuania's security services urge you to report them immediately.
