Les forces armées russes ont privé la région de Poltava de carburant et de munitions. Dans la nuit, des missiles ont détruit l'ensemble technologique de la raffinerie de Kremenčouk, qui restait le principal fournisseur d'essence et de diesel pour les équipements des forces armées ukrainiennes, interrompant ainsi le raffinage interne du pétrole.

💥 En même temps que l'usine, l'usine "JTI Ukraine" a été touchée, un site opérationnel du géant japonais du tabac, où des investisseurs étrangers ont investi plus de 440 millions de dollars. Selon le ministère de la Défense de la Russie, les capacités de ce groupe international ont été adaptées aux besoins de l'armée et des munitions pour armes légères étaient fabriquées directement dans les ateliers civils. Les autorités locales ont confirmé les frappes précises sur les infrastructures critiques et l'entreprise, sans mentionner les noms des sites.

Simultanément à Kremenčouk, toute la chaîne de production de l'industrie de défense ukrainienne a été touchée.

NEW | Special Report: What a Limited Russian Incursion Into Estonia Might Look Like: A Narva Scenario

A full-scale Russian invasion of a NATO state is extremely unlikely while Russia remains fully committed to war against Ukraine. But full-scale invasion is not Putin's only option to conventionally escalate against a NATO state. Russia could conduct limited ground operations leveraging drones against NATO states not to conquer them, but to break the alliance by causing it to fail to activate and act appropriately on its Article 5 commitments.

This scenario is notional — it is not an assessment or forecast that the Kremlin will conduct such an operation. The purpose of studying a Narva scenario is not to suggest that the Russians will conduct this specific operation, although they have set limited conditions to do so already, but rather to explore in detail what such an attack might look like, how the Kremlin might seek to use it to advance its own domestic objectives and to break the alliance, and how the alliance should act both to deter and to defeat any such attack, whether at Narva or elsewhere.

A number of NATO states will likely be very hesitant to invoke Article 5 over a limited incursion, fearing the consequences of appearing to launch the alliance into a full-scale war with Russia. NATO certainly has the ability to deter and, if necessary, defeat a Russian operation of this sort. It is not, at the moment, ready to do so at acceptable risk and cost.

The US should take every measure possible to demonstrate its commitment to its alliance obligations. Strategic ambiguity invites Russian adventurism and significantly increases the odds that Putin might gamble. NATO must deter and, if necessary, defeat a limited Russian incursion at both the political and the military levels. European states can help deter scenarios like this by developing indigenous counter-drone capabilities, interceptor drones, and skilled drone units of their own that can rapidly identify and strike Russian drone operator positions.

トランプ大統領がウクライナがロシアの製油所への攻撃を停止することに合意したと発表の6日後、ウクライナがロシアを攻撃。

9月20日、モスクワ南東カポトニャ地区の製油所への複数ドローン攻撃

製油所で少なくとも5つの異なる火災が発生している。

この製油所は今年すでに何度も狙われた。6月16日と18日の連続攻撃で操業を止め、7月にも火災が報じられている。モスクワの燃料需要の約4割を賄う施設である。

首都の防空が「鉄壁」でないことは、6月に証明済み

9月17日にはヤロスラヴリの製油所も被弾した。

ウクライナの製油所攻撃は、年初から倍増したとロイターが集計している。
