The Alvarezes, a powerful political clan in Palawan, have been pushing for this kind of development in Culion.

Real estate websites have also been featuring many islands and beachfront properties in Culion for sale. A developer had also reportedly put up barbed-wire fences to keep the Tagbanua indigenous people away from their houses.
Naglayan was just one of the first islands in Culion to be developed into a resort.
Mangrove trees used to cover Naglayan’s shores, but developers cut mangrove trees and poured in white sand from other parts of Palawan on its shores.
In 2006, the Palawan Council for Sustainable Development (PCSD) declared a fourth of Culion to be “core zones” or an “area of maximum protection.”
Twelve years later, however, PCSD removed protections over many areas in Culion, rezoning the town to shrink its core zones.
Much of Culion, though, is considered under the law and by @DENROfficial to be forest lands, critical to the survival of rare plants and animals. The town in fact is among the areas in Greater Palawan considered to be some of the most biodiverse in the world.
Its neighboring town Coron may be a more famous tourist destination, but Culion, with its 41 islands lined by pristine beaches and historical sites, is increasingly being seen as a prime location for luxury resorts and ecotourism activities.
Like many parts of Palawan, the pristinely beautiful and biodiverse town of Culion is being rezoned to pave the way for tourism development that would not bode well for the environment.

The local media news sites and even the PDRRMO were not able to give updates in the past 24 hours. I think Palawenos are on their own at the moment. Sana mapansin at matulungan din ang Palawan ng national. #RescuePalawan#RescuePH. @lenirobredo@PinoyAkoBlog
Palawan needs urgent help, too. Isla kami na may limited access sa resources. Walang kuryente. Walang signal. Sana mapansin at matulungan din ang Palawan. Sana magpadala ng tulong mula sa national. Huling nag landfall si #OdettePH sa Palawan. #RescuePH#RescuePalawan.

We strongly urge the PCSD to reconsider the conversion of the ECAN zones and its issuance of SEP clearances to the said mining projects, by way of asserting its legal mandate to uphold the pertinent provisions of RA 7611 in safeguarding Palawan’s remaining natural forests.
