...this begs the question, of why ANY affected local authority would NOT have already rejected this dangerous plan which would see the number of major acute hospitals in our area reduced, leaving fewer beds, fewer doctors, and longer journeys for most people.

David Olney confirms that councils have the right to "call in" the dangerous proposal to downgrade our local major acute hospitals, ridiculously called "Improving Healthcare Together", i.e. Refer it back to the SoS for Health and Social Care.
Merton Council have already done so.

Plus just imagine you can only access A&E by GP referral or Ambulance, so do people dial 999 to get an Ambulance (Taxi) to A&E?
