@C_3C_3 This is a 2-tier scam. In states like CA that give state aid directly to illegals, wages are paid in cash; with no payroll records they can claim 'no income.' Elsewhere, non-profits distribute food and housing aid, but those funds come straight from Uncle Sam. You pay either way.
