3.8?!? I sat through a 5.5 in Monterrey back in about '71. Barely felt it. Sat through a 7.65 about a year later in Taiwan... Nothing even fell off the shelves, though it did rattle. In Taiwan they put round stones under the foundations and they act like ball bearings
