According to the U.S. Attorney’s Office, operators set up ⁣⁣⁣𝗳𝗮𝗸𝗲 𝗼𝗿 𝘀𝗵𝗮𝗺 𝗮𝘂𝘁𝗶𝘀𝗺 𝘁𝗿𝗲𝗮𝘁𝗺𝗲𝗻𝘁 𝗰𝗲𝗻𝘁𝗲𝗿𝘀⁣⁣⁣ and then paid parents ⁣⁣⁣𝗺𝗼𝗻𝘁𝗵𝗹𝘆 𝗰𝗮𝘀𝗵 𝗸𝗶𝗰𝗸𝗯𝗮𝗰𝗸𝘀⁣⁣⁣ to enroll their children.

Those kickbacks allegedly ranged from ⁣⁣⁣$300 to $1,500 per month, per child⁣⁣⁣, tied directly to how much Medicaid reimbursement the provider could extract.
Higher authorization meant higher kickbacks.

Parents reportedly ⁣⁣⁣𝗽𝗮𝗿𝗲𝗻𝘁𝘀 𝘁𝗵𝗿𝗲𝗮𝘁𝗲𝗻𝗲𝗱 𝘁𝗼 𝗺𝗼𝘃𝗲 𝘁𝗵𝗲𝗶𝗿 𝗰𝗵𝗶𝗹𝗱𝗿𝗲𝗻⁣⁣⁣ to other centers unless the payments went up.

Now look at the numbers.

Autism claims to Medicaid in Minnesota didn’t just rise — they ⁣⁣⁣𝗲𝘅𝗽𝗹𝗼𝗱𝗲𝗱⁣⁣⁣:

• ⁣⁣⁣$3 million⁣⁣⁣ in 2018
• ⁣⁣⁣$54 million⁣⁣⁣ in 2019
• ⁣⁣⁣$77 million⁣⁣⁣ in 2020
• ⁣⁣⁣$183 million⁣⁣⁣ in 2021
• ⁣⁣⁣$279 million⁣⁣⁣ in 2022
• ⁣⁣⁣$399 million⁣⁣⁣ in 2023

At the same time, the number of autism providers in the state jumped from ⁣⁣⁣41 to 328⁣⁣⁣.

Many were created inside the Somali community, citing the need for ⁣⁣⁣𝘤𝘶𝘭𝘵𝘶𝘳𝘢𝘭𝘭𝘺 𝘢𝘱𝘱𝘳𝘰𝘱𝘳𝘪𝘢𝘵𝘦 𝘱𝘳𝘰𝘨𝘳𝘢𝘮𝘮𝘪𝘯𝘨.⁣⁣⁣

By the time investigators caught up, ⁣⁣⁣one in sixteen Somali four-year-olds⁣⁣⁣ in Minnesota had reportedly been diagnosed with autism — ⁣⁣⁣more than triple⁣⁣⁣ the statewide average.
⁣⁣⁣
This is why people are angry.
This is why trust has collapsed.
And this is why dismissing it as “made up” or “scapegoating” is an insult to taxpayers and to families who actually need real care.

It wasn’t just daycares.
It was medical billing.
It was Medicaid.
And it was done at massive scale.
