Troopers said there was no reaction time.

In 2015, Kelly Roy was struck by a trash can while at highway speeds, flipping her car multiple times.

The perpetrator fled, and would have only been fined $300 for littering under the law.

Roy has since pushed to make unsecured loads illegal in Alaska.

In 1998, movie director Alan Pakula was struck by a metal beam on the freeway. He was pronounced dead in the hospital.

Pakula is one of many killed by unsecured loads on the road.
