An Open Letter to President Donald J. Trump
On the withheld FBI and DEA files concerning President Bola Tinubu of Nigeria
Dear President Trump,
I write to you not as a stranger but as a fellow alumnus of the University of Pennsylvania, and, for what it is worth, as a former tenant of a building that bears your name in Manhattan. I write because a case that should concern every American institution devoted to the rule of law is unfolding in plain sight, and your administration is on the wrong side of it.
On June 1, 2026, a federal court deadline set by Judge Beryl A. Howell of the U.S. District Court for the District of Columbia required the FBI and the DEA to complete the release of investigative records concerning President Bola Ahmed Tinubu of Nigeria. That deadline came and went after years of delay, missed dates, and what the judge herself described as "neither logical nor plausible" justifications for secrecy. The public record already shows what is not in dispute: in 1993, a federal judge in Chicago ordered $460,000 held in a First Heritage Bank account linked to Mr. Tinubu forfeited to the United States government, in a case tied to a narcotics money-laundering investigation. Mr. Tinubu was never criminally convicted; the forfeiture was civil, and the matter was closed without an admission of guilt. But the American people, and 220 million Nigerians, are entitled to see the full file a federal court has now twice ordered released. Continuing to shield it does not protect Mr. Tinubu's reputation. It destroys yours, and it destroys the credibility of the agencies withholding it.
The double standard is what troubles me most. Your administration authorized a military operation to capture Nicolás Maduro, a man who was never on American soil, and had him arraigned in a Manhattan courtroom on narco-terrorism charges. Whatever one thinks of Maduro, the contrast is impossible to miss: a foreign head of state who never set foot in the United States was brought here in chains, while a foreign head of state who was investigated by name inside the United States, whose money was seized by a U.S. court, is shielded from disclosure by the very agencies that investigated him. Nigerians are asking, reasonably, why the rule applied to Caracas does not apply to Chicago.
I am also troubled by whose counsel appears to be shaping your Nigeria policy. Massad Boulos, your senior advisor for Africa, built his fortune running a Nigerian conglomerate and has long-standing commercial ties in the country. A senior American official with deep business interests in Nigeria advising the President of the United States on how to treat Nigeria's leadership is, at minimum, a conflict that deserves scrutiny, not deference. Nigerians did not elect him, and his read of Nigerian politics should not substitute for an honest look at the facts.
Mr. Tinubu's own academic record remains the subject of active litigation in Nigerian federal court, with petitioners alleging the certificate he submitted to Nigeria's electoral commission does not match Chicago State University's own registrar records, while the university maintains he graduated in 1979. I do not ask you to adjudicate that dispute. I ask why a sitting head of state facing serious, court-documented questions about his past in the United States is receiving cover from Washington rather than transparency.
Meanwhile, the security crisis inside Nigeria festers. Illegal mining across the north, much of it run in partnership with Chinese operators, is estimated to cost Nigeria roughly $9 billion a year in stolen mineral wealth, according to U.S. congressional testimony and Nigerian government data. That illicit economy helps finance the banditry and terrorism destabilizing the north, and it thrives because politically connected figures allow it to. A president who tolerates that arrangement while his country burns should not also enjoy the protection of the FBI and DEA.
I do not ask you to convict a man in the press. I ask you to stop blocking a federal court order. Direct the FBI and DEA to comply in full with Judge Howell's ruling, release the files, and let Nigerians and Americans alike see what their own governments have long known. Anything less looks like protection of a foreign leader at the expense of American institutions, and it is not going down well in Nigeria, a nation of 220 million people and one of the world's largest oil producers.
