It appears that a turf war between state institutions over Vusi “Cat” Matlala is growing.

The allegations suggest a growing institutional battle over who controls the investigation and the “witness.”

The dispute between the PKTT and IDAC, sources say, appears to extend beyond Matlala himself, raising questions about competing investigative mandates, prosecutorial strategy and institutional authority.

At the heart of these allegations is not only the R360-million SAPS healthcare tender, but an apparent struggle between different law enforcement structures over who directs one of South Africa’s most significant corruption investigations.

The allegations point to what some observers would describe as a classic turf war, with competing agencies allegedly contesting custody, witness management and investigative direction.

If proven, these allegations raise profound questions about cooperation between law enforcement agencies and whether institutional rivalry is undermining the administration of justice.

Key Allegations include:
• IDAC allegedly charged Matlala on the SAPS healthcare tender without properly coordinating with the Political Killings Task Team (PKTT), despite him already being in their lawful custody.
• IDAC and PKTT fought over where Matlala should be detained -PKTT wanted him at eBongweni Correctional Centre in Kokstad under strict conditions, while IDAC pushed for Kgosi Mampuru II in Pretoria.
• Detention at Kgosi Mampuru was allegedly used as a bargaining tool -Matlala was reportedly offered more favourable detention conditions in exchange for his cooperation with IDAC.
• Matlala was allegedly promised lenient treatment and better detention conditions if he cooperated with IDAC’s investigation into the R360 million SAPS tender.
• IDAC is accused of trying to pressure Matlala to implicate additional senior figures, including senior politicians, Lieutenant General Dumisani Khumalo, National Commissioner Fannie Masemola, and Lieutenant General Nhlanhla Mkhwanazi.
• Matlala allegedly told SAPS investigators that IDAC wanted him to broaden his statement to implicate more people in exchange for leniency.
• Matlala allegedly offered to provide information about other cops and claimed that some evidence presented to the Madlanga Commission was false or misleading.
• Matlala reportedly requested 24-hour SAPS protection for his wife, assurance of no further charges, and protection for his family in exchange for cooperating with SAPS -these requests were apparently rejected.
• Matlala’s case was separated from his co-accused, and he has remained at Kgosi Mampuru during negotiations, rather than being returned to eBongweni.
• There are claims that Matlala is not just being turned into a legitimate Section 204 witness, but is being used as a strategic instrument in a wider institutional power struggle between state bodies.

If these allegations are true, it raises serious concerns about two important law enforcement agencies being at loggerheads.
