In the 16th century, Wales was effectively annexed by England through the Laws in Wales Acts of 1536/1543. These abolished Welsh law, imposed English law, and made English the only language of government and courts. Welsh was excluded.

Over 4 years Wales gets £348 million (not even a pop share of non-HS2 rail spending).
