The only consistent thing about Xbox's strategy is its inconsistency. Exclusivity isn't decided by previously announced or unannounced platform (Grounded 2, State Of Decay 3) nor by singleplayer or live-service (Hellblade 3).

Exclusives only work if they create FOMO, neither one of these games will create FOMO.
The only game that could possibly move the needle is The Elder Scrolls VI and it would have to be solely on Xbox which it won't because Bethesda's biggest audience is on PC due to modding.
