Correct me if I'm wrong but then Momoshiki can stop time whenever he wants? Why didn't he do it in the battle against Naruto and Sasuke, he would have won easily, plus wouldn't this make him the strongest character of all? (or almost)

The official website confirms that momoshiki did in fact stop time.

Although Sasuke himself was also frozen, his rinnegan was still able to function to perceive Momoshiki and Boruto within this time stop.
