Landmines remain one of the gravest legacies of the Armenia-Azerbaijan conflict and continue to claim lives long after active hostilities have ceased.
Since November 10, 2020, Azerbaijan has recorded 427 mine victims — 73 killed and 354 injured — including 231 civilians. Since 1991, the total number of mine victims has exceeded 3,500 people, among them 362 children and youth and 38 women.
Beyond the tragic human toll, widespread mine contamination remains a major obstacle to the safe return of displaced families, reconstruction of liberated territories, economic development and agriculture. Every mine discovered and cleared represents not only a life potentially saved, but also a step toward recovery.
Mine action is not merely a security issue—it is a humanitarian imperative and a prerequisite for sustainable reconstruction and development.

The issue of missing persons remains one of the most painful humanitarian consequences of the Armenia-Azerbaijan conflict.
More than three decades after the First Karabakh War, 4,009 Azerbaijani citizens remain registered as missing. Thousands of families continue to live with uncertainty, deprived of the fundamental right to know the fate and whereabouts of their loved ones.
As a result of ongoing search, recovery and identification efforts, 889 sets of human remains have been exhumed, 313 missing persons have been identified through DNA and forensic analysis, and 226 have been returned to their families for dignified burial.
The discovery of 32 mass graves in Azerbaijan’s liberated territories provides further evidence of the scale of the humanitarian tragedy and highlights the urgent need for continued cooperation in clarifying the fate of the missing.
Addressing the issue of missing persons is not only a humanitarian obligation. It is a matter of justice, human dignity, reconciliation and lasting peace.
Every identified person brings a family closer to answers. Every recovered remain helps restore truth and preserve memory.

Azerbaijan had the privilege to host another landmark global event — WUF13, the second biggest international gathering ever held in the country after COP29.
We congratulate all participants, partners, and the UN family, in particular UN-Habitat, on the successful and result-oriented WUF13.
With a record number of around 60,000 participants, WUF13 went down in history as the largest World Urban Forum ever held. The first-ever Leaders’ Segment, convened at Azerbaijan’s initiative, brought greater political momentum to the global urban agenda.
Rich and comprehensive discussions at WUF13 resulted in two important outcome documents — the Chair’s Summary and the Baku Call to Action. As a country that suffered from urbicide, culturcide, and ecocide, Azerbaijan is now rebuilding 9 cities and hundreds of villages from the ground up in Garabagh and East Zangezur. We therefore take pride in the strong recognition by the international community of Azerbaijan’s post-conflict reconstruction efforts, highlighted as a valuable example for other post-conflict contexts around the world.
The ideas emerging from the Forum and reflected in the outcome documents — ranging from clean air and sustainable urban development to the preservation of cultural heritage and the needs of Small Island Developing States — will further enrich and guide the global urban agenda.
At a time of growing global uncertainty, WUF13 represents another meaningful contribution by Azerbaijan to multilateralism and collective action for a better future.

On 20 May, Azerbaijan and the European Union held the seventh meeting of their Security Dialogue in Baku.
The participants held a constructive exchange on the current state of EU-Azerbaijan relations and on foreign and security policy issues of mutual interest. They welcomed the recent intensification of high-level contacts, including the visits of President of the European Council António Costa and the High-Representative / Vice-President of the European Commission Kaja Kallas to Azerbaijan and their meetings with President Ilham Aliyev, and reaffirmed their shared interest in further developing bilateral relations.
The parties noted the importance of ongoing discussions on renewed Partnership Priorities and on a new bilateral agreement. They also underlined the importance of maintaining regular dialogue under the existing EU-Azerbaijan Partnership and Cooperation Agreement.
The participants discussed regional and international developments, including on geopolitical developments and foreign policy, connectivity, energy security and the Middle Corridor / Trans-Caspian Transport Corridor. The EU acknowledged Azerbaijan’s role as an important partner for regional connectivity and energy diversification, while underlining the importance of sustainable, economically viable and rules-based cooperation.
The EU reiterated its support for humanitarian demining efforts in Azerbaijan and welcomed continued cooperation in this area. In the context of their visit, on 19 May, the EU delegation visited the Garabagh and East Zangezur Economic regions, including Aghdam district where it observed the demining efforts carried out by the Azerbaijani authorities.
The participants further exchanged views on the Azerbaijan–Armenia peace process. The EU welcomed the progress achieved in recent months, including confidence-building steps and growing contacts between Azerbaijan and Armenia, and encouraged continued dialogue and practical engagement in support of a sustainable and lasting peace.
The parties agreed to expand the format and rename it as the EU-Azerbaijan Political and Security Dialogue, reflecting the growing breadth and strategic importance of the bilateral relationship.
The meeting was co-chaired by Hikmat Hajiyev, Assistant to the President of the Republic of Azerbaijan, and Olof Skoog, Deputy Secretary-General for Political Affairs at the European External Action Service.

Today, I received a phone call from President Emmanuel Macron (@EmmanuelMacron). During the phone conversation, we reviewed issues on the agenda of Azerbaijan–France bilateral relations and exchanged views on matters of mutual interest.
