وزیر اعلیٰ سرفراز بگٹی کی پریس کانفرنس پر چند معروضات

وزیر اعلیٰ بلوچستان نے پیر کے روز ایک پریس کانفرنس میں یہ دعویٰ کیا کہ قانون نافذ کرنے والے اداروں نے ایک مبینہ خودکش بمبار کو گرفتار کیا ہے، جو بظاہر ایک پروفیسر کے منصب پر فائز ہے۔

کوئٹہ میں اعلیٰ حکام کے ہمراہ میڈیا سے گفتگو کرتے ہوئے وزیر اعلیٰ نے کہا کہ 14 اگست کو یہ خودکش حملہ آور اُن معصوم شہریوں کو نشانہ بنانے والے تھے جو یومِ آزادی کی تقریبات میں شریک تھے۔ اس کے ساتھ ہی ایک ڈب شدہ ویڈیو جاری کی گئی جس میں گرفتار پروفیسر نے متعدد پرتشدد کارروائیوں میں ملوث ہونے کا اعتراف کیا۔ مگر یہ اعتراف کئی نئے سوالات کو جنم دیتا ہے، جنہیں نظرانداز کرنا ممکن نہیں۔

اول، ایسے وقت میں جب بلوچ اسٹوڈنٹ کونسل ملک بھر میں تنقید کی زد میں ہے اور ایک بیانیہ تشکیل دیا جا رہا ہے کہ بلوچ طلبہ کو پنجاب اور اسلام آباد میں دی جانے والی تعلیمی وظائف بند کیے جائیں، ایک لاپتہ پروفیسر کا یہ کہنا کہ اس نے اسلام آباد کی قائداعظم یونیورسٹی میں بلوچ لبریشن آرمی (BLA) سے روابط قائم کیے، اس پورے بیانیے کو مزید مشکوک بناتا ہے۔

دوم، پروفیسر عثمان قاضی کو مبینہ طور پر 12 اگست کو لاپتہ کیا گیا تھا۔ اس کے بعد پورا دن سوشل میڈیا پر ان کے خلاف الزامات کا طوفان برپا رہا اور اب وزیر اعلیٰ کی جانب سے ایک اعترافی ویڈیو جاری کر دی گئی ہے۔ سوال یہ ہے کہ اگر نظام انصاف پر اعتماد ہے تو پھر میڈیا ٹرائل اور اعترافی ویڈیوز کی ضرورت کیوں پیش آتی ہے؟ ایسے معاملات شفاف، غیر جانب دار اور منصفانہ عدالتی کارروائی کے متقاضی ہیں، نہ کہ محض ابلاغی تماشا۔

سوم، وزیر اعلیٰ نے اپنے خطاب میں کہا کہ یہ مسئلہ معاشی محرومی کا نہیں ہے۔ اس امر سے انکار نہیں کہ بلوچستان کا مسئلہ محض اقتصادی نہیں؛ لیکن اسے صرف محرومی کی بحث تک محدود کر دینا بھی حقیقت کا انکار ہے۔ بلوچستان کے المیے کی پرتیں کہیں زیادہ پیچیدہ ہیں: سیاسی جبر، آزادیِ اظہار اور اجتماع پر قدغنیں، حقیقی نمائندوں کو قید و بند میں رکھنا، غیر شفاف انتخابات، طاقت کا اندھا استعمال، انسدادِ دہشت گردی کے قوانین کا بے دریغ اطلاق، جبری گمشدگیاں، ماورائے عدالت قتل اور مصنوعی قیادت کی مسلط کاری، یہ سب عوامل اس بحران کی جڑ ہیں۔

چہارم، یہ پہلا موقع نہیں کہ کسی استاد یا پروفیسر پر اس نوعیت کے الزامات عائد کیے گئے ہوں۔ پروفیسر اسماعیل کا مقدمہ یاد دہانی کے لیے کافی ہے، جن پر غیر ملکی فنڈنگ لینے، بغاوت، مجرمانہ سازش، دہشت گردی کی مالی معاونت اور نفرت انگیز تقاریر کے الزامات لگائے گئے، لیکن آخرکار ان کا کیا بنا؟ یہ سوال آج بھی اپنی جگہ قائم ہے۔

پنجم، دنیا کا کوئی بھی انصاف پسند نظام اس حقیقت کو تسلیم کرتا ہے کہ حراست کے دوران جبری طور پر لیا گیا اعتراف کسی طور قانونی شہادت نہیں ہو سکتا۔

یہ تمام پہلو اس امر کے متقاضی ہیں کہ معاملے کی شفاف اور آزاد عدالتی تحقیقات ہوں۔ بصورت دیگر، محض پریس کانفرنسوں اور میڈیا ٹرائل کے ذریعے ایسے معاملات کو اُچھالنا نہ انصاف ہے اور نہ ہی بلوچستان کے زخموں پر مرہم رکھنے کا کوئی راستہ۔

Dr. Usman Qazi is not a terrorist. He is a victim of Pakistan’s unending State sponsored terrorism against its own citizens. In the aftermath of each embarrassing security failure in Balochistan, the establishment instead of bringing to an end its policy of enforced disappearances & killing and dumping Baloch youth, continues this propaganda to try to justify its war crimes against the Baloch people.

Those who blindly (& foolishly) accept such “confessions” also had no trouble accepting the almost 100% confession rate in military courts.

The whole country has become a military court and the circus goes on as people forcibly disappeared are now framed as “terrorists” as a matter of routine. The WhatsApp forwarded messages and tailored posts spread like wildfire and no one even pauses to recall that the forced disappearances of this person had been reported long before this insane story was concocted.

If the forcibly disappeared are indeed terrorists, why does the State forcibly disappear them to begin with? Why are they not arrested in a criminal or terrorism case in accordance with law? How many peoples’ lives will be destroyed as this policy of forced disappearances and brazen abuse of anti-terror laws continues?

It is unfortunate that our dear colleague and friend, Usman Qazi and his brother's whereabouts are still unknown. The enforced disappearance of an intellectual like Qazi raises questions on the state's intentions.

At around 3:00 a.m. on August 12, 2025, (CTD), detained Dr. Usman Qazi, Assistant Professor at BUITEMS, and his younger brother, Jibran Ahmed, M. Phil Economics student, from their residence in Afnan Town, Quetta. The forces sealed the house during the operation.

Adnan Baloch, son of Mohammad Hayat, a 14-year-old boy, was forcibly disappeared by Pakistani forces and secret agencies from his house in Noshki during a raid on March 16. He was a fourth-standard student in school.

Targeting minors is a grave human rights violation. Pakistan has signed and ratified the UN Convention on the Rights of the Child (CRC), yet it continues to forcibly disappear and kill children with impunity, without fear of international backlash.

In the first two months of 2025, 10 children have been forcibly disappeared and 3 killed by Pakistani forces and their backed local militias, operating as death squads and unknown assailants.
