For liability reasons all people have a medical exemption until fit assessed for the PPE.
It is why masks worn as PPE should be graded and fit checked for the risk. The risk to be considered for assessment is viral. As such a face covering is not suitable

Any risk assessment then needs to work accordingly. It is an H & S nightmare that woukd need to see all customers and staff assessed and trained. A huge liability created
