Let's Demystify Some Things:

Someone asked me why do they need to be present on air if most of them are in Gitmo?

Simply put the replacement/double/clone/mask is not about saving the person. Their criminals! It is about maintaining the appearance of the person so the financial infrastructure isn't immediately frozen by counterparties who would flag the account holder's disappearance.

This is why some still continue in movies/shows/commercials as still active but can never be located in any real place.

Counter Note: The replacement cannot access the original's financial accounts without the encryption keys and biometric authentications, which means the Cabal has to maintain the illusion of the original person's continued existence in order to attempt re-access to those funds through coercion of the replacement or through pre-positioned dead-man switches.
