Andy Burnham spent eight years as Mayor of Greater Manchester championing the Bee Network, his flagship public transport project combining buses, trams and electric vehicle infrastructure under a single integrated system. He has described it repeatedly as the model for how Britain should run its public services. He is now seeking to become Prime Minister and implement that model nationally.

His wife sits on the board of the company that holds the public contract at the heart of it.

Marie-France van Heel, known as Frankie, is a director of Be.EV, the Manchester based electric vehicle charging network backed by Octopus Energy Generation. Be.EV holds a contract with Transport for Greater Manchester, the body that delivers Burnham's transport policies, to operate and maintain TfGM's public EV charging network. That contract was awarded in 2019. The terms of the arrangement are not secret. Burnham declares his wife's role in his register of mayoral interests. He formally steps back from decisions relating to her firm. Those are the facts of compliance. They are not the end of the story.

It is worth noting what the Bee Network actually delivers in practice. Bus patronage is up and fares have been simplified. But passenger reviews consistently describe ghost buses, unreliable timetables and school services that were horrifically late following the January 2025 rollout. Burnham's own transport commissioner acknowledged the network remains an estimated twenty two years behind London. The model he is proposing to implement nationally still needs years of improvement to reach the standard he has promised.

But the timeline is where the questions begin. Frankie joined Be.EV as chief marketing officer in July 2023, six years into Burnham's mayoralty and with the Bee Network already his flagship policy achievement. She became chief customer officer in July 2024 and was appointed to the board of directors in September 2024, as Burnham's mayoralty entered its final phase and his Westminster ambitions became increasingly visible. She did not join a company that happened to hold a public contract. She joined a company whose entire commercial proposition in Greater Manchester rested on a contract with the authority her husband chaired, in a policy area he had personally championed for six years. Her role deepened as his power grew. That is the timeline. Draw your own conclusions.

This sits alongside a pattern documented across multiple stories. £578 million in public money lent to developer Daren Whitaker of Renaker, whose personal fortune grew from £140 million to £698 million during Burnham's mayoralty. A tribunal finding that adequate due diligence was not conducted before that lending. Luxury towers built with public money marketed to Chinese investors in Hong Kong. A confidential bilingual letter praising China's Covid response sent to the Mayor of Tianjin. A Court of Appeal hearing on £140 million of those loans with judgment reserved. And now a board directorship held by Burnham's wife at a company whose public contract flows from the transport authority he chaired.

Each element has an explanation. Interests are declared. Processes are followed. Steps are taken back. That is the language of compliance. It is not the language of scrutiny. And it is scrutiny, not compliance, that the office of Prime Minister demands.

Burnham is no longer Mayor. He is an MP and a declared leadership challenger seeking the highest office in the land. The question is not whether he followed the rules. The question is whether the full picture of his eight year mayoralty, who benefited, and under what circumstances, has ever been examined with the rigour that entails.

It has not. It should be. The public deserves to know before he reaches Downing Street, not after.

Whitaker took £40 Million in Personal Dividends and Decamped to the Tax Haven Monaco.

This would be Illegal.

Unless the Chairman of the Finance Committee agreed to the Dividend.

Mr Burnham had to agree.

But now refuses to discuss the matter.

When You Can't Beat Reform, Change The Rules. Labour Just Did.

There is a line in a democracy that, once crossed, changes everything. When those in power begin adjusting the rules of the game to determine its outcome, the game is no longer democracy. It is managed succession. That line was crossed again on Tuesday night.

Two days before the Makerfield by-election, Labour rushed a change to the mayoral voting system through the House of Lords. Regional mayors will now be elected using the supplementary vote system rather than first past the post. The change applies immediately. It will govern whoever replaces Andy Burnham as Mayor of Greater Manchester if he wins on Thursday and stands down.

The government's defence is that it is simply restoring the system used before Boris Johnson changed it in 2021. That argument requires the public to believe that a change Labour could have introduced at any point in two years of government became urgent on Tuesday evening, forty eight hours before the vote that triggers the election it is designed to affect.

Lord Hayward, a Conservative peer and experienced pollster, was precise in the Lords. There is no other justification for the haste, he said, other than that it solves the Labour Party's problems and prevents Reform winning a mayoralty. Not clumsy. Not rushed. Designed.

The mechanics explain why. Under first past the post, Reform could win the Greater Manchester mayoralty on a plurality of votes in a fragmented field, precisely as it won all eight council wards in May's local elections with around fifty percent of the vote. Under the supplementary vote system, voters express a first and second preference. Lib Dem and Green voters, given a second preference, will direct those votes to Labour overwhelmingly. The change does not affect Thursday's by-election. It affects the mayoral contest that follows it, constructing an anti-Reform coalition from the second preferences of smaller parties that Reform itself cannot access.

Lord Jackson identified the wider implication. This is potentially a strategy for a progressive alliance being rolled out ahead of a general election, he said, with the aim of locking out the Conservatives and Reform from power. Burnham's allies have already confirmed he would scrap first past the post nationally in favour of proportional representation. The supplementary vote is the local pilot for a national project. Pool second preferences, lock out the right, govern indefinitely on a minority of first preference votes.

This is not the first time. Earlier this year Labour delayed local elections after the Electoral Commission stated explicitly that the justification was not legitimate, that extending mandates damages public confidence and creates a conflict of interest by allowing those in power to decide how long they may remain there without consent. The Commission's objection was noted and ignored. Reform demolished Labour anyway.

Now the same instinct has been applied to a different mechanism. Not cancellation this time. Electoral system change, deployed with surgical precision forty eight hours before the vote that triggers the election it is designed to affect.

Governments confident in their mandate do not need to change the rules two days before the ballot. They face the electorate and take their chances. The timing of Tuesday night's Lords motion is not a coincidence. It is a confession.

The voters of Makerfield vote on Thursday. The question of who governs Greater Manchester after that, and under what rules, was settled in the Lords on Tuesday. Nobody voted for that.

Note, when I formally complained to the BBC about this and explicitly asked them if the audience members were coached, the BBC refused to answer.

Because they had been coached to do so.

The BBC is morally bankrupt.

To deliberately plant men who broke into Britain illegally in the audience, allow them to be told what to say and let them launch into attacks on Reform and lecture the British people is disgusting behaviour.

To conceal it is even more outrageous.

France can buy cheap wind power subsidised by British taxpayers from the UK, because of rules that allow suppliers to sell surplus energy abroad.

Starmer wants to merge the UK electricity market into that of the EU.

If we are producing excess energy, our tariffs should be reduced to let the British public benefit from the excess before any is sold off to France!
