2/6 غریب صوبے کا امیر وزیر اعلیٰ۔ کہاں خرچ ہو رہا ہے عوام کا پیسہ؟

بلوچستان کے عوام کے نام پر ہر سال اربوں روپے کے بجٹ کی منظوری دی جاتی ہے مگر 2024-25 اور 2025-26 کی سرکاری دستاویزاتبتاتی ہیں کہ وزیراعلیٰ سیکریٹریٹ کا بجٹ دراصل عوامی بہبود نہیں بلکہ ذاتی پروٹوکول، تشہیر اور شاہانہ طرزِ حکمرانی پر خرچ ہو رہا ہے۔

⭕️ VIP سفر اور پیٹرول کی شاہ خرچیاں:
وزیراعلٰی سیکرٹریٹ کے عملے کے سفری اخراجات کے لیے 2 کروڑ 15 لاکھ روپے رکھے گئے مگر یہ رقم بڑھا کر 2 کروڑ 77 لاکھ روپے کر دی گئی۔

اسی طرح VIP طیاروں اور ہیلی کاپٹروں کے لیے پیٹرول و آئل کا بجٹ 3 کروڑ 41 لاکھ سے بڑھا کر 8 کروڑ 41 لاکھ کر دیا گیا یعنی 146 فیصد اضافہ!

⭕️ تحفے، دعوتیں، اور تفریح:
تفریح، ظہرانوں، استقبالیوں اور تحائف کی مد میں 40.5 ملین روپے کی ابتدائی رقم کو بڑھا کر 118.3 ملین روپے کر دیا گیا تین گنا اضافہ!

دو حکومتی عہدیداروں کا کہنا ہے کہ یہ پیسہ عوامی بہبود کے بجائے ریاستی پروپیگنڈہ اور خوشامدی تقریبات پر لٹایا جا رہا ہے۔

⭕️ پروپیگنڈہ کانفرنسز اور ورکشاپس:
ان سرگرمیوں پر ابتدائی طور پر 21.4 ملین روپے مختص کیے گئے، بعد میں کم کر کے 17.1 ملین کر دیے گئے۔

سرکاری ذرائع کے مطابق ان کانفرنسز کا مقصد پالیسی سازی نہیں بلکہ آن لائن پروپیگنڈہ کو فروغ دینا ہے خاص طور پر ان پلیٹ فارمز پر جہاں بلوچ بیانیے کو دبایا جاتا ہے۔

⭕️ پروٹوکول پر دولت کی بارش:
ہیلی کاپٹرز، گاڑیاں، مرمت، ایندھن، سیکیورٹی یونیفارمز ،ہر شے کے لیے لاکھوں روپے الگ سے مختص ہ��ں۔
یہ تمام اخراجات وزیراعلٰی کے اردگرد گھومنے والے پروٹوکول کلچر کا حصہ ہیں۔

❌ عوام کے لیے؟ صرف 7.5 ملین روپے!
جبکہ جمال رئیسانی کے شہداء کے خاندانوں اور غریب ��ہریوں کی امداد کے لیے صرف 7.5 ملین روپے رکھے گئے ہیں یعنی کے 75 لاکھ جو VIP چائے خانوں کے خرچے سے بھی کم لگتے ہیں۔

سرکاری زرائع کیا کہتے ہیں؟

سرکاری زرائع کا کہناہے کہ بلوچستان میں عوامی فلاح، تعلیم، صحت یا سبسڈی کوئی ترجیح نہیں۔

اصل ترجیح طاقتوروں کے پروٹوکول، آن لائن پروپیگنڈہ اور شاہانہ زندگی ہے۔

بلوچ یکجہتی کمیٹی کے جیل میں قید رہنماؤں کی جانب سے کوئٹہ ہُدہ جیل میں سی ٹی ڈی کی جانب سے ڈاکٹر ماہ رنگ بلوچ، بیبو بلوچ اور گلزادی بلوچ کے ساتھ غیر انسانی سلوک ��ور بیبو بلوچ کی پشین زبردستی منتقلی کے خلاف احتجاجاً بھوک ہڑتال تیسرے روز بھی جاری ہے۔

بی وائی سی کے رہنما بیبرگ زہری کی حالت انتہائی تشویشناک ہو چکی ہے۔ وہ شدید کمزوری اور نقاہت کا شکار ہیں مگر اپنے اصولی مؤقف سے پیچھے ہٹنے پر آمادہ نہیں۔
ڈاکٹر ماہ رنگ بلوچ کی طبیعت بھی بگڑنے پر ��یل انتظامیہ نے ایک ڈاکٹر کو طلب کر کے انہیں ڈرپ فراہم کی۔ دوسری جانب پشین میں قید بیبو بلوچ کی جسمانی اور ذہنی حالت بدستور بگڑ رہی ہے۔ انہیں مسلسل نگرانی میں رکھا جا رہا ہے حتیٰ کہ ان کے بیت الخلا میں بھی کیمرے نصب ہیں جس کے باعث وہ بنیادی ضروریات سے بھی محروم ہو گئی ہیں۔

جیل انتظامیہ کی جانب سے غیر انسانی رویہ جاری ہے اور وہ یہ دعویٰ کر رہی ہے کہ یہ معاملات ان کے اختیار میں نہیں۔

جب تک تمام رہنماؤں کو بغیر کسی شرط کے رہا نہیں کیا جاتا، ہماری جدوجہد جاری رہے گی۔

ہم انسانی حقوق کے عالمی اداروں، میڈیا اور سول سوسائٹی سے اپیل کرتے ہیں کہ وہ اس غیر انسانی سلوک پر آواز بلند کریں اور حکومت پاکستان پر دباؤ ڈالیں تاکہ ہمارے اہل خانہ کو فوری اور غیرمشروط طور پر رہا کیا جائے۔

Road Block and Sit-in at Four Places in Balochistan against Enforced Disappearances

Hub Bhwani Sit-in:
The victim families of Yasir Hameed, Junaid Hameed, Naseer Jan, Nadeem Baloch, Ameen Bughti and Eshan Baloch blocked the main highway at Bawani Bypass, Hub Chowki. They reiterated that the protest would be extended, If all the enforcedly disappeared individuals are not released within the given timeframe. The Administration had already promised but failed to bring on surface the forcibly disappeared individuals.

Surab Zero Point Sit-in:
The victim families of nine forcibly disappeared Baloch have blocked the Quetta-Karachi Highway since morning. The families declared that the State authorities failed to comply with their assurances and our loved ones are still disappeared. They vowed to continue the sit-in until the safe release of their relatives.
Quetta Sit-in
In Quetta, law enforced agencies (LEA’s) along with CTD enforcedly disappeared two brothers Takari Bahdur Kahzai and Ali Raza Kahzai, late night around 3 am. The family members blocked Barori Western Bypass road and staged a sit-in demanding the safe release of their loved ones.
Turbat Sit-in:
Another victim family of Deen Jan s/o Noor Ahmed, forcibly disappeared on 8 February 2025, a resident of Turbat Aapsar. The Family has blocked the main road at D Baloch and staged a sit-in until the safe release of Deen Jan Baloch.

It is clear to all in Balochistan that Pakistani State and its authorities and institutions have lost the trust and legitimacy of Baloch nation. Victim families fear for the life of their forcibly disappeared loved ones amid surge in fake encounters and extrajudicial killings. The only way left to them is close the roads and demand justice.

Baloch Yakjehti Committee vows to support these victim families and communities already in collective pain. The State should refrain from threatening using force against peacefully protesting families. Otherwise, protests would be expanded across entire Balochistan. The Baloch nation must stand with these families and be their strength in this hour of need.
