Rullah's Resignation: Major setback for National Conference — First in 42 years

Joining and quitting is a routine in all political parties in India including in Jammu and Kashmir. However, Sheikh Mohammad Abdullah's J&K National Conference (NC) has some distinction of resilience, stability and loyalty which defied many sustained attempts by its detractors to break it ever since 1947. Even as Prime Minister Nehru deposed Sheikh Mohammad Abdullah as the State’s Prime Minister, got him replaced by Bakshi Ghulam Mohammad, transferred this party's title and control to a breakaway faction, got him jailed and arrested in 1953, most of the leaders and the cadre continued loyalty to Sheikh and remained under his new banner of "Mahaz-e-Raishumari" till 1975. Most of the NC's defectors, including Sheikh's Delhi-backed successors PMs and CMs — Bakshi Ghulam Mohammad, Shamsuddin, GM Sadiq and Syed Mir Qasim — despite providing employment and development to the Kashmiris died and faded out without leaving a legacy. Their separation from Sheikh's fold was essentially driven by their vested interest and greed for power and privilege. The only ideological breakup was by Sofi Mohammad Akbar in 1975 who was completely isolated, marginalised and collectively forgotten by the Kashmiris.

The second split in NC was engineered and executed by Prime Minister Indira Gandhi two years after Sheikh's death in July 1984 when Dr Farooq Abdullah was NC's President and the Chief Minister. Mrs Gandhi got Ghulam Mohammad Shah installed as Chief Minister with the defection of 13 MLAs of the NC who were all inducted as Ministers. Despite being a man of high integrity and a tough administrator, Shah failed to retain the Government for even two years. He alongwith all the 13 NC defectors faded out in oblivion. Later, Farooq Abdullah accepted the return of some of the defectors — Dr Mehboob Beg, Ghulam Nabi Kochak, Ali Mohammad Naik, Sonaullah Dar, Sheikh Jabbar and Dilawar Mir. Some of them were made Ministers; Naik Speaker. Ultimately, some of them died silently, one was assassinated and few like Dr Beg and Dilawar Mir are still active in other parties. The party remained remarkably united and monolithic during the following regimes of Farooq Abdullah and Omar Abdullah. All attempts of shifting some NC stalwarts to PDP in 1999 failed.

After 2019, the NC leaders resisted very strong pressures. Only one Ex-Minister, Basharat Bukhari, who had actually his original and roots in PDP, left the NC. However, in Jammu, BJP managed to take away three of the NC's Ex-Ministers — Syed Mushtaq Bukhari, DS Rana and SS Salathia. In recent times, NC's only desertion came from ex-MLA Mohammad Syed Akhoon who left and joined Apni Party.

Now this is for the first time in the last 42 years and first time in Mr Omar's Government that a prominent leader of the party, who has a substantial vote bank across several segments, who has been a Cabinet Minister, three-time MLA and is a sitting MP, is quitting the party on ideological basis. He said in the podcast that he is quitting for NC's "failure" to struggle for restoration of J&K's special status, protection of rights and constitutional guarantees (Article 370, 35-A etc) and "sleeping over" the rationalisation in Reservation of Government jobs and scholarships to the unemployed youths.
